DescriptionTHE AGENCYThe General Services Agency (GSA) is comprised of Fleet Services, Facilities, Procurement, Special Services, Parks, Security, and Business Support and is responsible for a broad spectrum of services to all the County departments and agencies. It requires a very diverse workforce to accomplish the GSA mission of contributing to the quality of life in Ventura County by partnering with their customers to provide expertise and cost-effective service delivery, and foster the preservation of natural resources.
THE POSITIONUnder general direction of the Manager, Security Operations, the County Security Systems Administrator coordinates and monitors the progress of office automation projects from original analysis through final implementation; performs high level systems analysis and provides technical assistance to department/agency personnel by supporting and coordinating tasks related to office automation systems; and may provide supervision to subordinate staff in the Security/Special Services Division of the General Services Agency.
The incumbent is responsible for managing, analyzing, troubleshooting and coordinating all aspects of the County security systems that are used to maintain and enhance physical security at our facilities, including IDcard access to card access readers, panic alarms, intrusion alarms and closed-circuit television systems using analog and digital technology. Additional responsibilities include meeting with department and agency representatives to assess current and future security requirements and ensuring the security County systems meet the business needs of the divergent departments and agencies.
The ideal candidate will have considerable experience in the technical support of digital access control systems, integrated SQL databases, programming, Transmission Control Protocols (TCP) and Internet Protocol (IP) technology, and server and software maintenance while providing customer services to multiple divergent customer businesses including gathering business requirements. Knowledge of federal, state and local fire and building codes related to security, facilities operation, technical project management and contract administration are also highly preferred.

WHAT WE OFFERThe County of Ventura offers an attractive compensation and benefits package that includes:
- Merit Increases - New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2,080 hours (approximately one year) from the initial merit increase.
- Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree.
- Vacation Accrual - New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.
- Annual Leave Redemption - After 14,560 hours of continuous County service an employee may elect to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
- Sick Leave - Full time regular employees accrue 3.08 hours of sick leave per bi-weekly pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.
- Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3.00% match on your 401(k) contributions.
- Health Plans-Full time employees are given a flexible credit allowance to offset the purchase of medical, dental, and/or vision insurance for you and your dependents.
- Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental and vision care and/or dependent care expenses.
- Pension Plan - Participation in the County's defined benefit pension plan, which has reciprocity with CalPERS.
- Holidays - 12 paid days per year which, includes a scheduled floating holiday.

Examples Of DutiesDuties may include, but are not limited to the following:
- Manages installation projects of software and small camera and card reader hardware;
- Determines and provides appropriate badge access, readers, and clearance codes;
- Audits security systems; prepares event reports for management and custom queries for security systems clients;
- Provides security and fire alarm troubleshooting support, including hardware and software installation inspections for large projects;
- Performs system software updates/upgrades including card readers, intrusion alarms, video, panic alarms and CESI incident reporting system;
- Assists management of department/agency in establishing priorities and planning office automation needs;
- Supervises subordinate positions and monitors status of workloads;
- Performs tasks typically assigned to subordinate levels in the series as required by the department/agency to ensure timely completion of projects;
- Develops systems procedures for department/agency users;
- Trains department/agency personnel on automated office systems use;
- Develops security specifications;
- Performs other related duties as required.
Typical QualificationsThese are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, AND EXPERIENCEProgressive responsible experience in automated office systems coordination which has led to the acquisition of the required knowledge, skills and abilities.
The required knowledge, skills and abilities also can be obtained by completion of pertinent office systems coursework with five (5) or more years of related experience to include one (1) year of supervisory or lead experience.
NECESSARY SPECIAL REQUIREMENTS:Possession of, or the ability to obtain, and maintain a valid California driver license.
Recent experience of five (5) years or more with:
- Technical support and/or implementation of digital access control systems;
- Customer service to multiple customers with divergent business needs.
Desired:
- Experience programming video and/or closed circuit television systems;
- Knowledge of federal, state and local fire and building codes related to security, facilities operation, technical project management and contract administration.
KNOWLEDGE, SKILLS, AND ABILITIES:Comprehensive knowledge of:
- Digital access control systems, including software/hardware and related support including implementation and troubleshooting;
- Microsoft server operating systems and support methodologies including installation and troubleshooting;
- System integration with SQL databases;
- Programming for video and/or closed circuit television systems and access control systems; and
- TCP/IP networks and device configuration.
