    Description

This position manages the Risk Management Division within the Human Resources Department including, but not limited to, the City's liability, workers' compensation, safety management, and property risk programs, including loss control; and provides complex and responsible support to the Executive Director of Human Resources in areas of expertise.
    This position offers competitive salary and benefits, including eligibility for a hybrid work schedule upon successful completion of the probationary period and with Director approval.

    Essential Functions Include But Are Not Limited To

    • Plans, manages, and oversees the daily functions, operations, and activities of the Risk Management Division, including insurance, safety management and training, property claims management, and workers’ compensation.
    • Detects risks, analyzes treatment options, and determines risk financing solutions.
    • Identifies, negotiates, and procures the amount and form of property insurance and excess casualty insurance needed and desired.
    • Actively participates in risk and insurance joint powers authorities (JPAs) as the City’s representative.
    • Manages the self-insured liability and worker’s compensation claims programs.
    • Secures and manages liability and workers’ compensations third party administrator contracts.
    • Oversees the City’s comprehensive safety programs and activities to prevent workplace injuries and reduce City liability and property loss by promoting safety awareness, loss prevention, driver safety, and hazard identification; participates in safety committee meetings.
    • Reviews contracts, leases, and purchase documents to ensure proper risk transferring mechanisms are in place through insurance, hold harmless clauses, or avoidance. Attends and participates in City Council meetings to provide information and answer questions regarding division matters, as needed.
    • Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and reviews findings with the Executive Director of Human Resources; and implement improvements.
    • Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; and implements discipline and termination procedures.
    • Plans, directs, coordinates, and reviews the work plan of the Risk Management Division; assigns work activities, projects, and programs; monitors work flow; and reviews and evaluates work products, methods, and procedures.
    • Manages and participates in the development and administration of assigned annual budgets; directs the forecasting of funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; and directs and implements adjustments as necessary.
    • Provides responsible staff assistance to the Executive Director of Human Resources; and prepares and presents staff reports and other necessary correspondence.
    • Performs other duties as assigned.


    Minimum Qualifications

    Five (5) years of progressively responsible risk management experience, including two (2) years of supervisory experience, in the management of insured, self-insured, and pooled programs. A bachelor's degree in risk management, public administration, business administration, or a related field. Minimum qualifications may be met via an equivalent combination of experience and education sufficient to perform the essential job functions. Experience and education must provide the knowledge, skills, and abilities listed below. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: Risk management and loss control principles and techniques; insurance policies; liability and workers' compensation laws; claim settlement procedures; accounting principles; financial management statistical analysis; purposes for and ramifications of actuarial studies; specification preparation; program evaluation; pertinent federal, state, and local public sector labor and employment laws, codes, and regulations; public sector human resources administration; principles of supervision, training, and performance evaluation; municipal budgetary processes and controls; methods and techniques of research, statistical analysis, and applicable quantitative methods; municipal government administration; business letter writing and report preparation; and office procedures, methods, and equipment, including computers and office software applications. Skill in: The use of a personal computer and business software applications, such as Microsoft Word, Access, PowerPoint, and Excel. Ability to: Coordinate and direct the day-to-day operations and services of a risk management division; conduct risk management analysis, evaluate statistical data, and effectively present facts, conclusions, and recommendations; select, supervise, train, and evaluate staff; recommend, implement, and evaluate goals, objectives, programs, projects, policies, and procedures; understand, interpret, and apply Citywide and departmental codes, policies, and procedures, and applicable federal, state, and local policies, laws, and regulations; participate in the preparation and administration of assigned budgets; plan and organize work to meet changing priorities and deadlines; prepare clear and concise technical staff reports, correspondence, policies, procedures, and other written materials; conduct complex research projects; maintain confidentiality of private or sensitive information; organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; maintain appropriate and effective recordkeeping; communicate tactfully, clearly, and concisely, both orally and in writing; and establish and maintain effective working relationships with department management, City employees, vendors, associations, elected and appointed City officials, and the public. SPECIAL REQUIREMENTS Possession and retention of a valid driver’s license, or alternative transportation that reasonably meets operational needs is required for this position. Must be willing and able to work evenings, nights, weekends, and holidays, as needed. HIGHLY DESIRABLE
    Possession of an Associate in Risk Management (ARM) license and/or formal risk management training is highly desirable. Possession of a Master’s degree from an accredited college or university with major course work in risk management, public administration, business administration, or a related field is highly desirable.
