    The Job

    Performance, Education & Resource Centers (PERC) is currently seeking a skilled Applications Specialist to enhance the effectiveness of end-users through expert support of the Learning Management System (LMS) and other departmental applications and computing tools. This position plays a vital role in helping staff use technology more efficiently and supports ongoing improvements in business processes and IT systems. The Applications Specialist is responsible for providing advanced support in the use of business applications and client computing tools. Individuals in this role are expected to have strong technical and analytical skills, a thorough understanding of departmental operations, and the ability to bridge the gap between business needs and IT solutions. The incumbent will assist with LMS user support, documentation, training, and systems improvement.

    Key responsibilities may include but are not limited to:
    • Providing prompt and knowledgeable support for LMS-related inquiries, including course access, enrollments, and system navigation.
    • Assisting internal and external staff with technical troubleshooting and ensuring positive user experience across all training platforms.
    • Actively participating in and contributing to team efforts, including partnering with training teams and curriculum developers to ensure accurate course setup and enrollment paths; resolving LMS system issues identified through the testing of functionality; collaborating to enhance overall training effectiveness within the LMS.
    • Clearly communicating LMS updates, technical instructions, and reporting data to both technical and non-technical staff.
    • Maintaining accurate documentation and sharing system process changes or impacts in a timely manner.
    • Identifying and proposing resolutions to discrepancies in course structures, enrollment logic, EMACS, and/or SCROM imports.
    • Analyzing system reports to detect job code mismatches, outdated SCORM or training files, and processing inefficiencies by recommending corrective actions.
    • Regularly analyzing and integrating feedback from learners to improve system functionality outcomes.
    • Prioritizing and completing high priority LMS tasks, including reporting, system clean-ups, course and session creations, and imports.

    Flexible schedules may be offered contingent upon satisfactory work performance and as business needs dictate.

    9/80 and hybrid schedules are a privilege, and availability may vary depending on work assignment.

    CONDITIONS OF EMPLOYMENT

    Pre-Employment Process: Applicants must successfully pass a background check and a job-related physical exam, including a drug test, prior to employment.

    Travel: Travel throughout the County may be required and employees will be required to make provisions for transportation. Mileage reimbursement may be available.

    Sponsorship: San Bernardino County is unable to consider candidates who require Visa Sponsorship. Candidates must be able to present their legal right to work in the United States at the time of employment.

    Minimum Requirements

    Candidates must qualify under ONE of the following options:

    OPTION 1:

    Experience: Eighteen (18) months of full-time equivalent experience supporting business applications (i.e., troubleshoot; assist and instruct end-users in effective use; resolve problems) as primary job duties. Experience must include supporting a Learning Management System (LMS).

    • Education Substitution Option: Candidates may substitute up to nine (9) months of experience with thirty (30) semester or forty-five (45) quarter units of completed college coursework in fields listed in Option 2. Transcripts MUST be attached to the application (unofficial are acceptable).
    • Certificate S ubstitution Option: Candidates may substitute up to nine (9) months of experience with a completed Microsoft Certified Professional (MCP), Microsoft Office Specialist credential or certificate, or Microsoft Solutions certificate. Certificate(s) MUST be attached to the application.

    OPTION 2:
    Education: A conferred bachelor's degree from an accredited** college or university in computer science , information technology, business administration, education, organizational development, social/behavioral science, or a closely related field.
    -AND-
    Experience: Current or former (within the last 6 months) PSE, WEX, or Intern for a San Bernardino County department, performing related duties.

    **Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.

    Desired Qualifications

    The ideal candidate possesses:
    • Experience providing technical support for a Learning Management System (LMS)
    • Bachelor's degree in information technology or computer science
    • 3+ years supporting business applications
    • A combination of strong business application knowledge, technical expertise, and excellent communication skills
    • Highly level of analytical ability, be solutions-oriented, and committed to supporting both users and the department’s broader IT goals
