    ABOUT THE POSITION

    The Clark County Public Works Department is seeking qualified candidates to apply for the Manager of Development Review position. This position coordinates and oversees the Public Works involvement in the County's development process, which includes land use, the review of off-site improvement plans, permit applications, drainage studies, traffic studies, and other related improvement requirements. Additionally, this role manages the workflow, sets objectives and guidelines, handles issues and concerns, and ensures compliance with County Code.

    This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

    Human Resources reserves the right to call only the most qualified applicants to the selection process.

    This position is a management position and excluded from membership in the union.

    MINIMUM REQUIREMENTS

    Education and Experience: Bachelor's Degree in an appropriate Engineering, Planning or related field AND five (5) years of full-time professional and/or administrative experience in plan review, inspection, engineering, project administration or a field which will have provided the required knowledge and skills, two (2) years of which includes supervisory/management experience. Possession of an appropriate advanced degree is desirable. Equivalent combination of formal education and appropriate related experience may be considered.

    Licensing and Certification: Possession of valid Nevada Class C Driver's License at time of appointment.

    Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

    Citizenship: Candidates must be legally authorized to work in the United States. Please note, Clark County does not provide H1B visa sponsorships or transfers for any employment positions.

    Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

    EXAMPLES OF DUTIES

    • Plans, organizes, assigns, supervises, reviews and evaluates the work of professional, technical and office support staff, normally through subordinate supervision.
    • Recommends selection of staff; trains staff and provides for their professional development.
    • Administers discipline as required.
    • Develops and implements goals, objectives, policies, procedures and work standards for the division.
    • Prepares and administers the division's budget.
    • Participates in long- and short-term departmental planning and policy formation.
    • Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
    • Oversees the review of zoning and building permit applications and land subdivision technical studies, requests and plans regarding drainage, access, right-of-way and improvement requirements as set by ordinance and policies.
    • Oversees the provision of on-site inspection and materials testing and quality control services for the construction of developer-build public works improvements to ensure adherence to County standards.
    • Ensures compliance with all federal and regional flood control district guidelines and regulations.
    • Maintains liaison with other County departments, various utility, governmental agency and County departmental staff.
    • Directs the maintenance of accurate records and files and prepares a variety of periodic and special reports and correspondence.
    • Drives a personal or County motor vehicle to attend off-site meetings and visit various County work sites.
    • Monitors developments in equipment, materials and techniques in the engineering design and construction field.
    • Gathers information, develops alternatives and makes recommendations.


    PHYSICAL DEMANDS

    Mobility to work in a typical office setting, use standard office equipment and to drive a motor vehicle in order to visit work sites; strength and stamina to inspect various construction projects and facilities; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
