  • Job Description

    ABOUT FAIRFIELD

Fairfield, the heart of Solano County, is a diverse and growing community located halfway between San Francisco and Sacramento, close to Napa and Sonoma. With 24 parks, numerous bike trails and two championship golf courses, Fairfield is a great family community with just under 121,000 residents. It is a thriving business hub with notable international companies such as Jelly Belly, Clorox, Ball Metal, and Meyer Corporation. Fairfield offers a regional shopping center, a large auto mall, and Travis Air Force Base. Bordered by farms and vineyards, the City’s well-developed infrastructure and business-friendly attitude provide the foundation for strong growth and an enhanced quality of life.

    THE DEPARTMENT

The mission of the Public Works Department is to provide the highest possible quality of life to the citizens of Fairfield through the delivery of prompt, professional, efficient, and personal service. Responsibilities of the department include design, construction, operation and maintenance of streets, water, sewer, drainage/flood control, public buildings, parks, landscaping, fleet, and open space. The department also manages transportation activities including local fixed routes, paratransit, a reduced taxi program, two park‐and‐rides, and train station maintenance services. The management team comes from diverse academic backgrounds, including public works administration, civil engineering, traffic engineering, water resources, construction management, and transportation planning and operations. The department consists of five functional areas: Engineering, Operations, Utilities, Transportation, and Fleet Management.

    THE POSITION

The Associate Civil Engineer plays a lead role in the delivery of the City’s Capital Improvement Program (CIP), advancing public infrastructure projects from planning through construction. Working with minimal supervision, this position exercises independent professional judgment in the design, development, and administration of municipal projects. The role serves as a key technical resource to internal departments, contractors, and consultants, ensuring that City infrastructure is built to applicable standards, cost-effective, and aligned with community needs. Some key responsibilities include leading engineering tasks for assigned City capital projects, including water, roadway, drainage, and municipal facility improvements; preparing engineering designs, technical reports, plans, specifications, and cost estimates for public works construction; developing bid documents, participating in contract procurement, and supporting consultant and contractor selection; and reviewing and overseeing consultant work products to ensure conformance with City policies, design criteria, and regulatory standards.

    SALARY & BENEFITS

The salary range for an Associate Civil Engineer is up to $139,672, with placement dependent on qualifications. In addition, an excellent executive benefit package is provided including retirement provided by CalPERS. Classic members will be enrolled at the 2.5% at 55 benefit formula. New members hired after 1/1/2013 (PEPRA) will be enrolled at the 2% at 62 benefit formula. In addition to the CalPERS retirement benefit, the City provides a 401(a) plan with a 10% City contribution and a 4% required employee contribution. A 457 plan is also optionally available to employees without a City match. The City does not participate in Social Security.
