DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The Supervising Engineer provides a support role within the Office of The City Engineer (OCE). OCE is dedicated to enforcing the City of Houston’s (City) Infrastructure Design Manual for both public and private capital improvement within the City’s right-of-way.
Key Responsibilities:Assist the Managing Engineer to complete tasks/ Special Projects as required. Leads traffic engineering review activities and traffic group personnel. Leads the review of Traffic Impact Studies. Leads the reviews of private development plans, public plans for any improvements in the City Right of way, Capital Improvement projects (CIP), Traffic Control Plans, and Right of Way Encroachments for compliance with State and Federal Regulations, the City’s Code of Ordinance, and the City’s Infrastructure Design Manual to ensure the safe design and construction. Provides guidance to consultants, developers, contractors, and the public with regards to engineering design requirements. Involvement in public meetings and answering public queries. Requires ability to communicate effectively, both orally and in writing and provide excellent customer relations. Managing various tasks of the traffic group. Supervises Engineers, graduate engineers, including providing guidance to perform their assigned tasks. Performs other duties as assigned.
WORKING CONDITIONS The position is physically comfortable. The individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
This is a Department of Houston Public Works Emergency Management position at the Tier III Level.
MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTS Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing.
OR
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.
EXPERIENCE REQUIREMENTS Six years of active practice in engineering work after graduation from an approved curriculum in engineering, with one of the years as a licensed Professional Engineer, or in a role of Project Manager or higher obtained after licensure as a Professional Engineer.
Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.
LICENSE REQUIREMENTS Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
Engineers from out-of-state must
be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas;
ANDobtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.
May require a valid Texas Driver’s License and in compliance with the City of Houston’s policy on driving.
PREFERENCESPreference shall be given to applicants who demonstrate proficiency using Standards and Microsoft Office applications.
