*Subject to Change DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The Houston Health Department is seeking an experienced candidate to serve as a Financial Analyst I to perform the following duties: - Review, analyze, and evaluate selected financial reports to identify discrepancies, trends, or areas requiring corrective action.
- Contribute to the design, development, and improvement of financial policies, procedures, and internal controls.
- Reconcile and process monthly expenditure corrections for approximately 70 P-Card holders, ensuring compliance with organizational policies
- Process financial entries to replenish petty cash and maintain appropriate cash-on-hand
levels. - Process and verify year-end close accruals and reversals to ensure expenditures are recorded in the correct fiscal year.
- Maintain accurate accounting records by preparing, entering, and verifying financial transactions in accordance with established procedures.
- Perform additional duties and support special projects assigned to meet departmental and organizational needs.
WORKING CONDITIONS The position is physically comfortable; the individual has discretion about walking, standing, etc. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.
MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.
EXPERIENCE REQUIREMENTS One (1) year of professional experience in finance, economics, budget analysis or a closely related field are required.
Substitutions: Five years of pertinent professional or para-professional experience may substitute for the education requirement. An Associate’s degree in Finance, Accounting, Business Administration or a closely related field and three years of pertinent professional or para-professional experience may substitute for the education requirement. A Master's degree in a field directly related to the job may be substituted for the above experience requirement.
LICENSE REQUIREMENTS Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving (AP 2-2).
PREFERENCES*Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.*- Working knowledge of the SAP financial system
- Familiarity with processing financial transactions
- Strong problem solving and analytical skills
- Highly detailed oriented
