    DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

    The Houston Information Technology Services (HITS) Network & Data Services team supports an infrastructure that consists of more than 350 sites spread across the City of Houston (COH). This includes thousands of network devices and multiple datacenters which collectively support the needs of over 20,000 city employees and 23 city departments including mission-critical public safety services. This IT Manager - Infrastructure position is crucial to helping the City of Houston to develop and maintain a robust, resilient, and secure network infrastructure.

    This position oversees the telecommunications group within the Enterprise Infrastructure Division of HITS. The telecom group is responsible for all voice communications, wireless mobility services, and wireline connectivity solutions within the COH. The COH operates an Enterprise VoIP infrastructure that supports 13,000 devices and a Contact Center environment that consists of 36 call centers processing almost 6,000,000 calls per year. In addition, this group also supports analog services including fax, POTS lines, and paging systems.

    This candidate will play a major role in developing sound telecommunications expense controls, provide guidance to junior team members, and maintain professional communication with business stakeholders and customers. The Manager will oversee several full-time employees and take ownership of managed services that fall under the telecom umbrella. The candidate will also participates in the preparation, analysis, and execution of Requests For Proposals (RFPs) and ensures the selection of qualified vendors.

    Cisco Contact Center

    Cisco Unified Communications

    Extensive experience managing multi-million-dollar telecommunications vendor contracts

    TEM (Telecom Expense Management) Solutions

    E911 Requirements

    The ideal candidate should have a strong understanding of network security best practices (both theoretical and applied) and must adhere to all Cybersecurity Policies and Procedures to ensure the Confidentiality, Integrity, and Availability of critical systems. Prior experience with FBI CJIS requirements and familiarity with FIPS 140-2 is preferred but not required. Candidate must successfully pass a CJIS background investigation with the Houston Police Department within 6 months of hire.

    WORKING CONDITIONS

    This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.

    MINIMUM REQUIREMENTS

    EDUCATION

    Requires a Bachelor's degree in Computer Science, Management and Information Systems (MIS) or a closely related field.

    EXPERIENCE

    At least eight (8) years of technology experience supporting IT infrastructure of a department or enterprise IT environment that includes two (2) years supervising a technology team.

    **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. **

    Preferences shall be given to those with the following:

    • Experience as a telecom manager in an enterprise environment with more than 50 sites
    • Extensive knowledge of VoIP and Contact Center services
    • Experience managing public sector telecommunications and voice service contracts

    Factors used in determining the salary offered include the candidate’s qualifications as well as the pay rates of other employees in this classification.
