    OVERVIEW

    As a key member of the Department of Administrative Services, you will provide critical accounting, payroll, and financial infrastructure support to multiple decentralized departments and elected offices. Your work will directly ensure that employees are paid accurately and on time, and essential county programs operate without interruption. You will serve as a point of contact for accounts payable and payroll processes across several departments, applying complex regulations and meeting numerous deadlines with precision. From reconciling financial systems to supporting the County’s door access, parking, and contract programs, this position offers meaningful variety and scope of work.     As the Fiscal Support Specialist, you will:
    • Lead and manage high-volume accounts payable functions for decentralized county departments, serving as subject matter expert and primary contact for requisitions, purchase orders, invoices, refunds, deposits, and supplier communications.
    • Reconcile and audit monthly financial transactions, including U.S. Bank statements, p-card transactions, interfund billing models, and internal service fund transfers to ensure fiscal accuracy and regulatory compliance.
    • Navigate complex regulatory requirements by processing Lodging Tax invoices, completing annual JLARC reporting, submitting unemployment and lobbyist reports, and ensuring compliance with grant reporting standards.
    • Administer payroll operations for multiple departments by reviewing, auditing, and processing payroll in compliance with laws, county policies, collective bargaining agreements, and the Personnel Manual.
    • Drive payroll accuracy and compliance by tracking leave balances, processing EOY sick leave conversions, vacation and termination payouts, and flagging grant-related time entries for audit and reporting purposes.
    • Oversee employee lifecycle transactions by processing hires and job requisitions in NeoGov, managing payroll records in Workday, and executing terminations and payroll affidavits accurately and confidentially.
    • Support enterprise systems and infrastructure by administering access through the Verkada door control system, maintaining user groups and access levels, troubleshooting badge issues, and generating reports.
    • Coordinate and manage components of the County Parking and Commute Trip Reduction programs, including employee parking lotteries, payroll deductions, compliance tracking, and fleet vehicle interfund transfers.
    • Monitor grant-related systems (JustGrants, SAM.gov, ASAP.gov) and assist with inventory tracking, office supply procurement, and internal administrative support functions.
    • Provide training and guidance to new fiscal and administrative staff, strengthening countywide understanding of accounts payable, procurement, and payroll processes.


    What you bring:

    Professional Experience:
    • Three (3) years of fiscal or accounting experience required.
    Educational Excellence:
    • Related education demonstrating required knowledge, skills, and abilities may substitute for up to one (1) year of required experience. Coursework in accounting, finance, business administration, or public administration strengthens understanding of regulatory compliance and governmental accounting practices.
    Leadership/Management Experience:
    • Demonstrated ability to work independently under direct supervision while managing multiple deadlines and high transaction volumes. Experience serving as a subject matter expert is highly valued, as this role provides guidance across multiple departments.
    Technical/Industry Background:
    • Proficiency in financial reconciliation, journal entries, payroll auditing, and computerized accounting systems.
    • Skilled in 10-key entry, data accuracy, and use of spreadsheets, databases, and document imaging systems.
    Specialized Expertise:
    • Knowledge of basic financial and accounting practices and arithmetic calculations.
    • Ability to prepare, audit, reconcile, and correct financial data and transactions.
    • Experience interpreting fiscal documents, regulations, and collective bargaining agreements.
    • Capacity to maintain strict confidentiality, particularly when handling payroll, HIPAA-related records, and personnel information.
    • Ability to manage interfund billing, grant tracking systems, and compliance reporting requirements.
    Communication/Interpersonal Skills:
    • Strong written and verbal communication skills with the ability to explain fiscal procedures to non-financial staff.
    • Demonstrated tact, courtesy, and sound judgment when working with employees, managers, vendors, and external partners.
    • Ability to maintain professionalism under heavy workloads and time-sensitive conditions.
    Additional Preferred Qualifications:
    • Experience in a public-sector or county government setting.
    • Experience with accounts payable, accounts receivable, credit card accounting, and/or payroll systems preferred.
    • Experience using Workday and NeoGov strongly preferred.
    • Proven ability to schedule, prioritize, and complete multiple fiscal tasks accurately within strict deadlines.

    11 paid holidays and 2 additional floating holiday per year, 1 additional floating holiday after 10 years of service.

    Vacation Leave
    New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:
    Upon completion of 2 years: 15 days per year (10.00 hours per month)
    Upon completion of 5 years: 20 days per year (13.33 hours per month)
    Upon completion of 10 years: 25 days per year (16.67 hours per month)

    Sick Leave

    All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
