Under the direction, guidance, and mentorship of the SCADA Engineer, the Control Systems Analyst assists in the development, modification, operation, administration, and troubleshooting of the City’s utilities control systems. This includes supporting work with PLC logic and Supervisory Control and Data Acquisition (SCADA) systems to help ensure reliable 24/7 operation of critical water and wastewater systems.
The Control Systems Analyst also provides assistance with the design and maintenance of electrical and instrumentation drawings using AutoCAD, including PLC panels, motor elementary diagrams, process and instrumentation diagrams (P&IDs), and loop drawings. Additional responsibilities include supporting projects aimed at enhancing and maintaining control systems, assisting with testing of specialized computer hardware, software, and instrumentation, and helping to develop and maintain control system networks. The Control Systems Analyst also contributes to technical support, training, and assistance for system users.
Key ResponsibilitiesThe following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties form those set forth below to address business needs and changing business practices.
Under the guidance and support of the SCADA Engineer, performs a variety of technical and analytical duties to assist in the development, update, modification, operation, administration, and support of the City's utilities information systems. This includes working with software applications related to PLC logic and the SCADA system. The analyst operates specialized software for computerized valve actuators, spread spectrum radio communications, and SCADA systems, and assists in testing and supporting a variety of specialized system hardware, software, components, and devices.
Participates in the evaluation and testing of new and enhanced applications; installs or upgrades software applications; troubleshoots and rectifies hardware and software related problems; coordinates and documents testing for new or revised software applications; deploys new applications in assigned areas.
Investigates, analyzes, and resolves computer related problems; resolves compatibility problems; troubleshoots system software, hardware and communication problems; recommends and implements changes and improvements.
Serves as liaison with system software and hardware suppliers and vendors; initiates request for proposal documents for the selection of professional service contracts; monitors contracted services for quality and compliance with City standards.
Serves as focal program management point on a variety of projects related to control systems applications; evaluates water/wastewater operational requirements; researches and develops control systems solutions; develops project budgets; monitors project performance and compliance with applicable specifications; ensures quality and timeliness of work performed.
Maintains system security and integrity; monitors security of all systems and applications; identifies unauthorized access and potential security risks; makes recommendations on security enhancements.
Participates in the maintenance and repair of all computer hardware systems including printers, file servers, communication servers, tape drives, and related equipment; performs backup procedures.
In partnership with Infosystems and under the guidance of a SCADA Engineer, Installs and maintains control system network components including routers, switches, bridges, hubs, and other network equipment and software that include equipment for fiber optic communications, leased lines, VPN, and telemetry-based networks.
Responds to user inquiries on system operations; troubleshoots and diagnoses system hardware, software and operator problems.
Performs technical writing duties in the development, production and maintenance of system documentation, instructional materials and procedural manuals; reviews hardware and software technical specifications.
Under the guidance of the SCADA Engineer, confers with staff from various departments and outside agencies to facilitate upgrades as well as solve program, system, operational, and procedures problems; analyzes problems and recommends corrective action; designs, develops and implements solutions; coordinates system activities.
Contacts vendors for components, technical reference and/or services required for system maintenance and enhancement projects.
Responds to emergency situations as necessary and troubleshoots problems as they arise on a 24/7 basis.
Performs related duties as required.
QUALIFICATIONS Knowledge of: Basic operational characteristics and functions of software applications used in PLC logic, SCADA systems, and related peripheral equipment.
Foundational understanding of SQL Server operations and maintenance. Introductory knowledge of Wonderware HMI software or similar human-machine interface applications.
Standard methods and techniques for hardware and software configuration, setup, and installation.
Basic principles of electrical design as they relate to control systems.
Common methods used to identify and troubleshoot routine hardware and software issues.
Foundational principles of training, instruction, and user support.
Basic concepts in computer systems development, maintenance, and administration under technical supervision.
Introductory-level understanding of applicable programming languages relevant to control systems.
General principles of network system design, installation, and maintenance.
Common design standards used in the field of control systems and network engineering.
Techniques for preparing basic technical documentation, user guides, and instructional materials.
Basic functionality and structure of local and wide area network (LAN/WAN) systems.
Fundamental practices in system security and administration.
Principles of customer service, user support, and effective communication with end users.
Pertinent federal, state, and local regulations, codes, and standards related to utilities, control systems, and IT practices.
Ability to: Assist in the development, maintenance, and administration of control and computer systems under guidance.

Support the creation and delivery of user training and instructional materials.
Respond to routine user inquiries and provide first-level technical support.

Minimum Requirements Education/Training: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in electrical engineering, computer science or a related field focused on control systems.
Experience: One year (Full-Time equivalent) of increasingly responsible experience in the development, maintenance and administration of Program Logic Controllers (PLC) and Control Systems.
