Job Summary Provides leadership and oversight to the enterprise systems team, managing on-premises, hybrid, and cloud-based business applications, servers, databases, and related services. Ensures high availability, security, performance, and compliance of critical City systems supporting municipal operations, while supervising staff, managing projects, and aligning IT with departmental and City of Bryan goals.
Essential Job Functions - Provides leadership and oversight to the enterprise systems team responsible for supporting, integrating, and optimizing the City’s portfolio of business applications, infrastructure platforms, and enterprise data services.
- Directly supervises enterprise systems personnel, including hiring, training, performance evaluations, coaching, mentoring, assigning and tracking work tasks to ensure timely completion and quality, and taking appropriate disciplinary actions when necessary.
- Ensures the reliability, security, and performance of critical municipal systems while guiding modernization efforts, including cloud services, automation, and data-driven decision support. Works closely with City departments to understand operational needs, rapidly develop solutions, and continuously improve the City’s technology ecosystem.
- Leads technical evaluations, RFP development, vendor selection, and post-implementation reviews for hardware, software, and cloud services.
- Maintains oversight of the City’s portfolio of enterprise applications and supporting platforms, ensuring interoperability, data integrity, and alignment with City business processes.
- Oversees administration, configuration, upgrades, patching, and support of enterprise systems, including servers (Windows/Linux), virtualization, databases, business applications, backups, and hybrid/cloud platforms (e.g., Microsoft Azure/Entra ID, Microsoft 365).
- Manages disaster recovery, business continuity planning, regular testing, and incident response for critical systems.
- Monitors system performance, capacity, security vulnerabilities, and emerging threats; implements proactive fixes, patches, and mitigation strategies in line with industry standards (e.g., NIST , CJIS where applicable).
- Provides technical leadership, mentoring, and guidance on system implementations, configurations, and troubleshooting.
- Leads technical response during complex system incidents or cross-platform issues; rapidly diagnoses root causes and coordinates resolution across internal teams and vendors.
- Analyzes operations and business processes, recommends improvements, and collaborates with other IT teams and City departments to enhance service delivery and efficiency.
- Participates in IT budgeting, vendor/contract management, and procurement.
- Performs related duties as required and maintains regular, prompt attendance.
Minimum Qualifications - Bachelor’s degree in Computer Science/Engineering, Information Systems, or related field of study plus at least four (4) years of progressive IT related experience; OR a Master’s degree plus at least two (2) years of experience as listed above.
- Must possess previous leadership, supervisory, or management experience in a computer related field; at least two (2) years is preferred.
- Must possess demonstrated experience in supporting business enterprise applications, endpoint device management, hardware/software troubleshooting, and supporting hybrid network environments (including LAN / WAN connectivity, virtualization, and cloud-integrated infrastructure).
Equivalent combinations of education, experience, certification, and training may also be considered.
Licenses, Certifications & Special Requirements - Texas Class C driver’s license with a good driving record as measured by the City’s evaluation system.
- Provides 24×7 on-call support in a rotating basis and after-hours support; must be able to respond and escalate within posted time constraints.
- Must be able to access Texas Criminal Justice Information Services ( CJIS ) System data. As a result, the person selected for the position cannot possess a felony or Class A misdemeanor conviction; or a Class B misdemeanor conviction within the past 10 years.
- Must be able to work in the United States without requiring visa sponsorship, now or in the future.
Certificate Pay Program: - The City of Bryan IT Department provides a Certificate Pay Program ( CPP ). New employees are eligible after the first 90 days of employment. Employee must be in good standing to qualify.
- The primary goal of the IT CPP is to develop the technical skills of the IT staff to improve/focus on the overall service level of IT support services.
- Receive up to $450/month in certification pay for qualifying certificates. (Ex: ITIL Foundation, Project+, Network+, Security+, etc.)
- Reimbursement is available for qualifying passed certificate exams while employed by the City of Bryan IT.
