  • Job Description

    The City of Santa Fe Springs is seeking a highly motivated individual for the position of Economic Development Manager that will support and help the city's forward-thinking approach on continuing to strengthen the economic future of the community.

    Employment Type: Full-time position represented by the City of Santa Fe Springs Management and Confidential Employees Association.

    Work Schedule : This position will be assigned a 4/10 work schedule from Monday - Thursday.
    POSITION PURPOSE:
    Under general supervision, provides highly responsible and complex administrative support to the City Manager's Office. Performs expert level professional economic development work; manages projects and programs, including primary responsibility for the daily management and operations of the City’s economic development program; provides competent advice to the city's policymakers, advisory committees, management, and the general public; manages complex planning and development projects; responsible for recruitment, retention, and promotion of businesses; and marketing of the community and housing programs to ensure compliance with all applicable federal, state, and local program guidelines and requirements.

    SUPERVISION RECEIVED:
    Receives general direction from the City Manager or designee(s).

    SUPERVISION EXERCISED:
    Exercises indirect supervision over staff as needed.

    A. Held in Common:

    B. Essential Job Specific Duties:
    Provide highly responsible and complex administrative support to the Executive Team. Assists in the development and implementation of departmental goals, objectives, policies, and priorities. Plan, supervise, coordinate, and review the daily activities of consultants and City staff within the assigned department.Plans, directs, coordinates, reviews, and participates in data collection and analysis.Monitors and ensures City compliance with applicable laws and guidelines.Prepares and presents statistical and narrative reports and findings.Organizes a variety of meetings and conducts public workshops and roundtables.Attend and participate in a variety of City Council, Commission, department, administrators, professional organizations, contractors, the City Manager’s Office, county, and Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.Recommends, prepares, and oversees the budget of assigned programs and assists in the preparation of the department budget.Coordinate department activities with other City departments and with State, regional, and county agencies.Prepare, review, and edit a variety of complex reports, correspondences, and special studies.Recommends departmental operating practices and procedures.Makes oral and written presentations.

    Prepares and reviews meeting agendas and staff reports.selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; and works with employees to correct deficiencies.Communicates and coordinates with customers and clients such as developers, real estate brokers, business owners, and property owners.Participates in the development and administration of the Department budget; monitors and approves expenditures; and implements adjustments.Represents the Department to other City departments, elected officials, and outside agencies.Makes informational presentations to City committees, civic organizations, business groups, and public gatherings.Responds to, manages, and resolves sensitive citizen inquiries and complaints.Performs related duties as required.

    Knowledge of:
    • Municipal government and community development department organization, administration and operations.
    • Principles, practices and methods used in contemporary urban and economic development planning and building.
    • Special, social, political and economic trends and operating problems of community development organizations.
    • Local, state, and federal economic development programs, issues, and trends;
    • City Codes, Ordinances, and Policies.
      Laws, codes, regulations, standards, rules and procedures governing environmental matters, zoning, land divisions, building and housing codes, and general plan management.
    • Negotiating and conflict resolution techniques.
    • Effective methods of making oral and written presentations.
    • Principles of supervision, training, and performance evaluation.
    • Modern office procedures and equipment, including computers and related applications.
    • Practices and techniques for the development and implementation of economic development, marketing, and communication techniques.

    Ability to:
    • Manage and direct a comprehensive economic development program and monitor and evaluate the effectiveness of various program performance and efforts.

    • Research, analyze, and evaluate new service delivery methods, procedures, and techniques.
    • Prepare clear and concise administrative and financial reports.
    • Interpret and apply federal, state, and local policies, procedures, laws, and regulations.
    • Work collaboratively as a member of the City’s Executive and Management teams.
    • Communicate effectively orally and in writing; prepare clear and comprehensive reports; and make effective presentations.

    EDUCATION AND EXPERIENCE:
    The following requirements generally demonstrate possession of the minimum requisite knowledge and ability necessary to perform the duties of the position. A typical way to obtain these would be:

    • Bachelor’s degree with major course work in public administration, business administration, economics, urban planning, regional planning, or a related field; additional coursework and/or a Master’s degree preferred.
    • Five (5) years of recent increasingly responsible experience in community and economic development related experience; administrative and supervisory experience preferred. Municipal experience highly preferred.
    • A valid State of California driver’s license and an acceptable driving record.


    NEPOTISM:

    Relatives may be appointed regardless of the designation of full or part-time classification.
