    Under general direction, supervises a crew in the maintenance, repair and general construction work on water distribution and sewer facilities.

    Essential Functions Include But Are Not Limited To

    Supervises and works with a crew or crews in installing, repairing and replacing water mains, services and meters, and sewer mains and lateral with connections. Directs crews in repair, maintenance and construction of pumping and boosting equipment. Locates mains and services using maps, drawings and personal knowledge. Provides input and assistance to identify public areas within the city needing repairs or maintenance. Provides effective planning and organization for maintenance and new construction programs. Inspects work of assigned crews; makes recommendations based on inspection. Provides written and oral instructions to crew leaders. Prepares and maintains accurate written records and reports using standard computer office software applications and programs on water and sewer projects, maintenance functions, repairs/replacement, crewmembers' performance and other related activities. Ensures that proper safety precautions are followed. Drives light truck and performs other functions as assigned. Must be able to lift and carry 50 lbs.

These reliable individuals are able to motivate the crews to accomplish assigned projects in a timely manner. Incumbents exercise judgment in selection of staff, tools and materials, and are able to determine the best alternatives when the assigned project exceeds the intended scope.

    Minimum Qualifications

    Must be a current employee with the City of Santa Ana. Three years of experience in the construction and maintenance of water systems, one of which should be at a crew leader level or similar, in a public works agency, water, maintenance or construction crew; or any equivalent combination of training, experience and education that provides the following knowledge, skills and abilities:

    DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES
    Knowledge of: methods, materials, tools and equipment utilized in water and sewer system construction and maintenance; meters, valves and taps; correct preparation techniques to grade trenches; the construction of concrete manholes and other structures; heavy water maintenance or construction equipment; safety practices and procedures in the performance of water maintenance duties; principles and practices of supervision and training; basic arithmetic calculations; geography of the city of Santa Ana; basic knowledge of modern office computer software such as Microsoft Word and Excel to generate reports, schedules and related documents.
    Skill in : the safe operation of tools, machinery and equipment necessary for the successful completion of maintenance tasks; tools, machinery and equipment may include small pickup trucks, backhoes, cranes, trucks, sweepers, pavement breakers, and power saws.
    Ability to: supervise a crew of workers in the completion of a project; determine the workers, tools, materials and equipment needed to complete an assignment or project; supervise the operation of heavy and light equipment; schedule and assign work to others; plan and lay out a work program, estimate costs and keep job records; read maps, blueprints and engineering drawings relating to construction and maintenance work; follow written and oral directions; train and evaluate subordinates; supervise the operation of heavy and light equipment; successfully inspect water system construction and maintenance; lift and carry objects weighing up to 50 lbs. Ability to establish and maintain effective working relationships with coworkers and the general public in a culturally-diverse community.

    SPECIAL MINIMUM REQUIREMENTS
    Must possess and retain a valid California Class "C" Driver's License throughout tenure in this classification.

    Must possess and retain valid California State Water Resources Control Board Water Distribution Certification - Grade 3 or higher as a condition of employment.

    Must be willing and able to work irregular hours, including evenings, weekends, and holidays as needed. Mandatory stand-by duty required. Must be willing and able to work outside in varying weather conditions.
