About the DepartmentThe City of San José Housing Department is a leader in the production and preservation of affordable housing, and solutions to homelessness. Its mission is to strengthen and to revitalize our community through housing and community development programs. The Housing Department has an operating budget of approximately $19 million annually and 112 employees, the Department administers multiple local, state, and federal funds. Position DutiesThe Housing depart mentis currently seeking to fill one (1) full-time Accountant I/II position in the Administrative Services Division.
Salary range(s)for this classification are:
- Accountant I: $91,990.08-$111,908.16
- Accountant II:$100,442.16-$122,063.76
This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.
The Accountant I/II position in the Housing Department is one of three positions in the Fiscal Section of the Administrative Services Division. This position will work directly with the Senior Accountant and will be responsible for tracking all restricted federal, State and local funds; maintaining the subsidiary ledger for the loan portfolio; and the creation of a desk manual for the Fiscal Section. This position may supervise an Accounting Technician and an Account Clerk.
The Accountant I/II will work with the Administrative Officer, Senior Accountant and Senior Budget Analyst to monitor monthly expenditures and revenues. This position will ensure that all government grant programs are billed immediately upon City expenditure of eligible program funds to minimize impact to the General Fund; track receipt of grant revenue and reconcile to expenditure records; and create, maintain, and reconcile loan balances through tracking of loan repayments received and new loans issued thru various funding sources. Federal and State Grant Revenue funds include: CDBG, HOME, ESG, HOPWA, HOPWA-VAWA, CalHOMEBEGIN, CalHOME, HHAP, SB2 and CARE Grants. The ideal candidate will understand governmental accounting, strong analytical and Excel skills, and experience with Federal and State funding sources.
Minimum QualificationsEducation:Accountant I: A Bachelors degree in Business, Accounting or related field which includes twelve (12) semester units in accounting subjects.
Accountant II: A Bachelors degree in Business, Accounting or related field which includes twelve (18) semester units in accounting subjects.
Experience: Accountant I: None
Accountant II: Two (2) years of progressively responsible accounting or auditing experience.
Acceptable Substitutions:Accountant I: Experience in the maintenance of financial records, systems or transactions may be substituted for the education requirement on a year-for-year basis. There will be no substitution for the twelve (12) semester units in accounting subjects.
