    Summary

    Permit Technician II
    Minimum starting salary is $26.00 hourly , depending on qualifications

    Minimum Qualifications
    Required:
    • H.S. Diploma or GED equivalent, 2 years of permitting experience, and one approved ICC certification or
    • H.S. Diploma or GED equivalent and 4 years of permitting experience

    Position Overview
    Under basic supervision, provides customer services for internal and external customers, and processes permits for the Development Services Department

    Essential Functions
    • Serves as a primary customer contact for internal and external customers regarding Development Services Department and right-of-way permit matters; provides clear guidance on permitting requirements; coordinates with internal staff to facilitate review and processing of building, trade, and right-of-way permits; performs duties within delegated authority, training, and in compliance with City policies.
    • Provides informed responses to customer inquiries regarding permit and inspection requirements and procedures.
    • Maintains account records and process payments and technical documents.
    • Assists with training permit technician staff.

    Permit Technician III
    Minimum starting salary is $29.00 hourly, depending on qualifications

    Minimum Qualifications
    Required:
    • H.S. Diploma or GED equivalent and 3 years of permitting experience, one approved ICC certification, and an ICC Permit Technician certification or
    • H.S. Diploma or GED equivalent and 5 years of permitting experience and an ICC Permit Technician certificatio n


    Essential Functions
    • Serves as a primary point of contact for internal and external customers regarding Development Services Department and right-of-way permitting requirements; provides technical guidance on applicable codes, standards, and submittal requirements; coordinates with internal review staff to facilitate the technical review and processing of building, trade, and right-of-way permits; performs duties within delegated authority, training, and in compliance with City policies.
    • Responds to customer inquiries regarding permits and inspections by providing accurate, code-informed guidance.
    • Independently maintains permit and account records; processes payments and reviews technical documents for completeness and compliance in accordance with City policies and procedures.
    • Assists with training permit technician staff.


    This position is not eligible for benefits.

    Governance and Organization

    Waco is a home rule city with a council-manager form of government. The City Council is comprised of a Mayor, elected at-large, and five City Council members representing single-member districts, all serving two-year terms. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.

    The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.

    The City provides a full range of municipal services including a regional airport, animal services, building inspections, code enforcement, convention and visitors bureau, emergency management, housing and community development, economic development, fire, public health, library, municipal court, parks and recreation, planning, police, public works, Texas Ranger Hall of Fame Museum, utilities and zoo operations.
