Essential Job Functions As a Departmental Human Resources Manager I, I would be performing the following- - Directs the planning, development, implementation, and administration of a comprehensive, integrated human resources program for a small-size County department.
- Ensures departmental compliance with local, County, State, and Federal personnel and employment-related laws, rules, and regulations.
- Plans, organizes, directs, and evaluates the work of human resources sections across broad program areas, including recruitment and selection, classification and salary administration, employee relations, discipline and advocacy, and staff development.
- Ensures human resources operations and services are effectively integrated with departmental service needs and coordinated with other departmental divisions.
- Provides overall planning, direction, administration, and evaluation of all human resources functions for a medium-size County department with extensive HR operations and activities.
- Manages and provides direct oversight of departmental personnel functions, including:
- Policy development and application
- Examination and recruitment
- Classification and salary administration
- Employee and labor relations
- Performance management
- Discipline and advocacy
- Staff development and training
- Benefits and retirement programs
- Workers’ Compensation and Return-to-Work programs
- Personnel operations and personnel records
- Other related human resources functional areas
- Assists executive-level management in the development, implementation, and evaluation of short- and long-term departmental human resources strategic goals and objectives.
- Provides strategic direction, consultation, and recommendations to executive management on personnel management issues affecting departmental organizational structure, operations, and programs.
- Reports to an administrative deputy or higher-level executive manager and exercises responsibility for department-wide human resources planning and administration.

RequirementsWe are looking for an innovative and dedicated individual who has:
OPTION I: Graduated from an accredited college or university with a Bachelor's degree* in Business Administration, Public Administration, Human Resource Management, Industrial/Organizational Psychology, or a closely related field
- AND - Three years of experience performing difficult technical personnel work** at the level of the County of Los Angeles class of Administrative Services Manager I ***.or higher.
- OR - OPTION II: Five years of staff capacity**** performing human resources work, three years of which must have been at the level of the County Los Angeles class of Administrative Services Manager I *** or higher.
You may still qualify even if your job title isn’t exactly the same as the one listed. What matters is that your experience is at a similar level - meaning your job involves similar responsibilities, requires comparable skills and knowledge, and takes place within a similar organizational structure. Administrative Services Manager I Independently performs a full range of difficult to complex analytical assignments and makes recommendations on complex issues which directly impact departmental programs and administrative operations, and which may be of a confidential or sensitive nature.

Staff Capacity is defined as work performed to assist and support administration by conducting research and making recommendations to administration for the solution of problems such as organization, use of personnel, budget allocation and funds, workload and/or workload fluctuations, or programs and procedures for accomplishing work objectives.

Physical Expectations Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
License A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Eligibility and Vacancy Information Candidates who passed the examination will be placed on the eligible list in the order of their score group for a period of six (6) months following the date of promulgation. We will use this list to fill vacancies throughout Los Angeles County as they occur.
In lieu of traditional banding, an alternative banding procedure may be employed as a result of a special study sanctioned by the Department of Human Resources, consistent with Civil Service Rule 11.01(D).
