    Engineer I/II/Associate - Civil (Development Section)

    The Public Works Department - Engineering Division
    The Engineering Division, which falls under Public Works, consists of Design Engineering, Development Engineering, Construction, Civic Facilities, Transportation, Survey, and Real Property sections. The division reviews all proposed land development projects in the City and executes the design and construction of public projects such as streets, parks, and public buildings.

    Class Specifications

    This is a deep class series which includes Engineer I - Civil, Engineer II - Civil, Associate Engineer and Associate Civil Engineer.

    Definition

    All Levels: Under supervision, performs professional-level engineering work related to the preparation of plans, designs and specifications for a wide variety of public works infrastructure projects such as streets, sidewalks, parks, drainage and storm-water sewers, cost estimates and reports for public works projects. Reviews plans, designs and specifications. Administers professional services and construction contracts. Ensures compliance with laws, rules, regulations and ordinances. Confers with developers, contractors and representatives of other agencies regarding facility and infrastructure development.

    Class Characteristics

    All Levels: This is a deep classification series with multiple levels that are intended to provide recognition for a range of assignment variety and complexity, increasing professional/technical knowledge and skills, independence of decision-making and the impact of such decisions upon City infrastructure construction, maintenance and operations. Incumbents may advance from the entry to the full working level, based on operational need and assignment by management, as they learn City and departmental practices and procedures. As knowledge and experience are gained, the work becomes broader in scope and assignments are more varied and are performed under more general supervision. Advancement to each higher-level class requires gaining the knowledge, skill, experience and credentials that meet the qualifications for that class and demonstrating the ability to consistently perform the work of the higher-level class.

    Engineer I - Civil: Engineer I is the entry-level into this professional class series. The work is normally prescreened and reviewed by a supervisor or a more experienced engineer in progress and upon completion. Projects and procedures are standard and well defined. Responsibilities require limited exercise of judgment and alternatives for independent action are restricted. The supervisor screens assignments for unusual or difficult problems and selects techniques and procedures to be applied on non-routine work. Incumbents receive close supervision on new aspects of assignments and work is reviewed in progress and upon completion.

    Engineer II - Civil: Engineer II is the second working level in this class series. Incumbents are not as closely supervised and receive assignments of greater difficulty. Under professional review, the Engineer II-level evaluates, selects and applies standard engineering techniques, procedures and criteria, using judgment in making minor adaptations and modifications. Assignments involve investigations with limited numbers of variables. Incumbents receive instructions on specific assignment objectives, complex features and possible solutions.

    Assistance is furnished regarding unusual problems and work is reviewed in detail upon completion of assignments. Incumbents may need to collaborate the efforts of technicians and others assigned to assist on work assignments.

    Associate Engineer - Civil: Associate Civil Engineer is the full-professional level class in the engineering class series, with responsibilities spanning the entire spectrum of the City's civil engineering function. Responsibilities include the more complex design and difficult technical problems, as well as greater project management responsibilities. Successful performance of the work requires an extensive professional background as well as skills in coordinating work with those of other City departments and public agencies as well as dealing with the public.

    Associate Engineer is a full-professional level class, performing the full range of responsibilities required in the management of building design and construction of municipal facilities. Incumbents receive instructions regarding the general results expected and receive technical guidance regarding unusual or complex problems. Supervisory review and approval of proposed plans for projects is done without detailed review. Incumbents of this class may provide project, technical and functional supervision of the work of technical and professional subordinates.

    Essential Functions

    Engineer I:
    • Using clearly defined methods and procedures, performs specific and limited portions of a large project.
    • Handles smaller standard projects through all phases.
    • Applies standard practices and techniques in specific situations, adjusts and correlates data, recognizes discrepancies in results and follows operations through a series of related detailed steps or processes.
    • Produces field notes and prepares background topography.
    • Computes and verifies work in the layout and construction of streets, curbs, gutters, culverts, sidewalks, subdivisions and other projects.
    • Prepares street improvement plans.
    • Prepares horizontal and vertical curve computations and establishes grades.
    • Produces material quantity and cost estimates.
    • Designs retaining walls, bulkheads, headwalls, drainage pipes and catch basins, including calculations of drainage and runoff.
    • Prepares project reports.
    • Assists the public with questions involving engineering problems.
    • Researches property ownership and boundaries necessary in securing easements, right-of-ways and titles.
    • Prepares specifications.

    Marginal Functions

    • Other duties as assigned.

    Engineer II:

    In addition to the duties listed above, performs work involving conventional types of plans, investigations, surveys, structures or equipment with few complex features. Assignments normally include one or more of the following:

    • Prepares reports and research of standard scope requiring knowledge of standard principles and techniques.
    • Reviews final plans, specifications, special conditions and agreements.
    • Coordinates and directs the work of professional service and construction contractors, other public agencies and utilities.
    • Prepares final reports and estimates.
    • Evaluates performance of street, sidewalk, gutter, underground lines, drainage, parks and other municipal design projects.

    Marginal Functions

    • Other duties as assigned.

    Associate Civil Engineer:
    • In addition to the duties listed above, plans, schedules, conducts and/or coordinates detailed phases of engineering work for a segment of a major project or carries through a total project of moderate scope.
    • Performs work, which involves conventional engineering practice, but may include a variety of complex features such as conflicting design requirements, unsuitability of conventional materials and difficult coordination requirements.
    • Acts as project manager for moderately difficult public works infrastructure projects.
    • Prepares layouts for such design projects.
    • Acts as construction manager.
    • Prepares legal property descriptions, ordinances, assessment plats and other written materials.
    • Approves contract payments.
    • Signs off on documents and reports and performs other duties requiring certification as a Professional Engineer in the State of California.

    Marginal Functions

    Minimum Qualifications

    Knowledge, Skills and Abilities

    All levels:
    Knowledge of: Principles, practices, procedures and standards related to City public works and infrastructure development and maintenance; principles and practices of civil engineering in a municipal setting; engineering economics; hydrology, hydraulics, surveying, and structural design principles; computer applications related to the work, including computer-aided drafting concepts and applications; and techniques for effectively representing the City in contacts with governmental agencies, community groups, various business, professional and regulatory organizations and with property owners, developers, contractors and the public.

    Skill in: Developing and reviewing plans for municipal public works projects; interpreting, applying and explaining laws, codes, regulations and ordinances; effectively representing the department and the City in meetings with governmental agencies, community groups, various business, professional, and regulatory organizations and individuals; preparing clear and concise reports, correspondence, policies, procedures and other written materials; maintaining accurate records and files; and establishing and maintaining effective working relationships with those contacted in the course of the work.

    Ability to: Work in a standard office setting with extensive use of written documents, computers, and the telephone; travel throughout the City on improved and unimproved terrain to inspect public works sites; attend community and professional meetings both as a participant and a meeting leader; and lift and carry up to 35 pounds.

    Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

    Engineer II:
    In addition to the above, knowledge of: Applicable laws, codes and regulations; principles and practices of capital improvement cost estimation and contract administration; practices related to surveying, including reviewing and preparing maps and legal descriptions; and practices of preparing and presenting effective staff reports.

    Skill in: Conducting civil engineering research projects, evaluating alternatives, making sound recommendations and preparing effective technical staff reports; and using tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines.

    Associate Civil Engineer:
    In addition to the above, knowledge of: Practices of researching engineering and design issues, evaluating alternatives and making sound recommendations; and principles of project management including assignment of work and team leadership.

    Skill in: Developing and administering contracts for professional services and construction in a public agency setting; scheduling and carrying through with assignments without close supervision; directing and reviewing the work of support staff on a project basis; instructing staff in work procedures; and making effective public presentations.

    Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

    Education/Experience

    Education

    All levels: A combination of education and experience equivalent to graduation from an accredited four-year college or university, with major course work in civil engineering or an engineering discipline related to the area of assignment.

    Experience

    Engineer I: No experience is required; however some technical-level experience and/or experience as an intern is highly desirable.

    Engineer II: Eighteen months of progressively responsible engineering experience. Possession of an appropriate MS degree may be substituted for one year of the required experience. Depending upon the area of assignment, possession of the Engineer-in-Training (EIT) certificate may be required.

    Associate Civil Engineer: A total of four years of professional engineering experience, of which one year must be at a level equivalent to the City's class of Engineer II. Depending upon the area of assignment, registration as a Professional Engineer in the State of California, or licensure as a Registered Civil Engineer or licensed Architect will be required.

    Licenses/Certificates/Special Requirements

    All Levels: Possession of a valid California class C driver's license at time of appointment and a satisfactory driving record.

    Engineer II: In addition to the above, possession of a valid Engineer in Training (EIT) Certificate issued by the State of California or equivalent certification from another U.S. state or territory.

    Associate Civil Engineer: In addition to the above, depending on area of assignment, possession of a valid Professional Engineer (PE) Certificate issued by the State of California or possession of a valid professional registration/certificate as a licensed architect issued by the California State Board of Architectural Examiners.

    The Organization

    The City of Fremont is a full-service general law city operating under a Council-Manager form of government that combines the civic leadership of elected officials with the managerial experience of an appointed City Manager. Policy-making and legislative authority are vested in a seven-member city council. Six Councilmembers are elected on a by-district basis, with the Mayor separately elected to a four-year term by a citywide vote.

     

    The City Council appoints the City Manager and City Attorney. The City Manager is responsible for implementing City Council policy and administering the day-to-day operations and affairs of the City in a businesslike and prudent manner. The City Attorney serves as chief legal advisor to the City, providing transactional and litigation services to the City, as represented by the City Council, City advisory bodies, and City departments.
