    Position/Program Information

    LA County is under a Department of Justice Consent Decree to improve conditions and mental health care in County jails, as well as supporting justice-involved populations post-release. We are looking for qualified and passionate individuals to help us in the mission of providing a range of service both in the jail and community.     The Sheriff's Department is seeking qualified candidates to fill emergency Bureau Director, Sheriff, vacancies related to the DOJ Consent Decree.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

    Those who successfully pass the assessment will be considered for permanent appointment to Bureau Director, Sheriff.


    Essential Job Functions

    Plans, organizes, directs, and evaluates the operations of a primarily civilian bureau through subordinate managers.

    Directs the development, implementation, and review of management systems and controls to effectively manage bureau operations.

    Coordinates the work of the bureau with other Department units and external agencies, and reviews the work to ensure compliance with Department policies, standards, and goals.

    Directs and coordinates the preparation and administration of the bureau’s budget including the review and analysis of budget requests, and preparation of recommendations in accordance with bureau priorities and other considerations.

    Directs the bureau’s operational efficiency by implementing budgetary controls; identifying and securing funding for additional services, supplies, equipment, facilities, or personnel, as needed; serving as the highest bureau-level approval for expenditures; and directing bureau managers and supervisors in obtaining these resources for the bureau.

    Ensures that the bureau operates within budgetary limitations, including overtime expenditures, and meets any contractual obligations.

    Directs the analysis of existing Department policies, programs, systems, and procedures as they relate to the bureau.

    Ensures that the bureau’s activities comply with the law, Department rules and regulations, and established law enforcement practices and procedures by providing overall technical and administrative direction to the bureau.

    Directs the selection and training of bureau personnel; addresses employee grievances or conducts investigations that can be resolved at the bureau level or forwards to higher-level management for further action; and recommends and implements discipline.

    Acts as the Assistant Division Director, Sheriff in their absence, as required.

    REQUIREMENTS TO QUALIFY

    OPTION I:
    Graduation from an accredited college or university with a Bachelor’s degree* -AND- One year of management experience** in areas pertaining to human resources, financial and fiscal management, capital project management, facilities operations and crafts services, records and statistics management, or technology and support services at the level of Los Angeles County’s class of Assistant Bureau Director, Sheriff ***.
    OPTION II:
    Two years of management experience** in areas pertaining to human resources, financial and fiscal management, capital project management, facilities operations and crafts services, records and statistics management, or technology and support services. One year of the required experience must have been at the level of Los Angeles County’s Class of Assistant Bureau Director, Sheriff ***.

    **Management experience refers to having the responsibility of directing, through subordinate, professional administrative supervisors, a section composed of multiple units responsible for providing professional administrative services in areas pertaining to human resources, financial and fiscal management, capital project management, facilities operations and crafts services, records and statistics management, or technology and support services .

    LICENSE
    A valid California Class C Driver's License or can use an alternative method of transportation when needed to carry out job-related essential duties.

    PHYSICAL CLASS
    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    SUPPLEMENTAL QUESTIONNAIRE
    As part of this application process, applicants will be required to complete a supplemental questionnaire. The questionnaire contains a pre-investigative questionnaire which will be used as part of the background investigation process to ensure applicants meet the standards set forth by the Los Angeles County Sheriff's Department. Applicants who fail the pre-investigative questionnaire will be disqualified and will have to wait three (3) months from the date of the disqualification in order to apply.

    During your initial work period, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
