    Job Description:

    Purpose:

    Under general direction, responsible for managing the daily activities and personnel engaged in providing community outreach activities and programs.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Develops, evaluates and plans the scope, criteria, and timelines for a variety of community program activities.
    • Participates in short and long range planning activities for community service programs, serves as an advisor in support of department initiatives.
    • Evaluates program effectiveness and efficiency to meet departmental business goals.
    • Develops, maintains, and monitors program budgets; assists in the completion of budget documents for executive presentation.
    • Develops and implements strategies through grants and alternative funding sources.
    • Develops training materials, oversees, and facilitates training for departmental programs and initiatives.
    • Assists in the formulation of departmental policies and operating procedures.
    • Prepares and presents reports, oversees the design of presentation materials, including power point presentation, charts and graphs.
    • Acts as liaison and represents the department to City Council, city departments, school districts, college universities, citizens and other stakeholders.
    • Responds to and resolves sensitive inquiries and complaints, and issues from both internal and external sources.
    • Conducts research and provides data results with other departments, agencies or specific groups.
    • Reviews legislation, regulations, and policies to determine impact of research results.


    Responsibilities - Supervisor and/or Leadership Exercised:
    • Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.


    Knowledge, Skills, and Abilities:

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
    • Knowledge of fiscal planning and budget preparation.
    • Knowledge of supervisory and managerial techniques and principles.
    • Knowledge of local resources and categorical programs.
    • Knowledge of community resources available and how to use them effectively.
    • Knowledge of research techniques.
    • Knowledge of municipal government operations and applicable regulations.
    • Skill in determining needs and gathering, analyzing and presenting data to provide accurate information for management use.
    • Skill in oral and written communication.
    • Skill in handling multiple tasks and prioritizing.
    • Skill in using computers and related software applications.
    • Ability to work with frequent interruptions and changes in priorities.
    • Ability to train others.
    • Ability to quickly recognize and analyze irregular events.
    • Ability to establish and maintain effective communication and working relationships with city employees and the public.


    Minimum Qualifications:
    • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Business Administration, Public Health/Human Services, Liberal Arts, or Social Work, plus four (4) years of experience in a field related to the job, including experience in program management and/or community planning.
    • Experience may substitute for education for up to four (4) years.
    • Twelve (12) semester hours of relevant graduate work may substitute for six (6) months of required experience with a maximum substitution of one (1) year.


    Licenses and Certifications Required:
    • None.


    Preferred Qualifications:
    • Experience managing contracts and relationships with third-party stakeholder engagement contractors/vendors.
    • Experience coordinating and executing community engagement programs, including public presentations, outreach events, and stakeholder meetings or relevant experience in event planning.
    • Experience providing high-level administrative or organizational support in a fast-paced environment, including managing logistics, materials, calendars, and competing priorities.
    • Experience supporting communications and outreach efforts related to large capital improvement programs, infrastructure projects, or complex multi-year initiatives.
    • Experience planning and managing events from concept through execution, including vendor coordination, budget tracking, and on-site support.
    • Demonstrated ability to manage multiple projects simultaneously while maintaining attention to detail and delivering high-quality, timely results.


    Notes to Candidate:

    This role is a Community Services Program Manager who helps turn the airport’s priorities into real, visible experiences for the public. It involves coordinating events, supporting tours and roadshows, managing outreach materials and logistics, and representing the airport in community spaces. It’s ideal for someone who enjoys being out in the community, juggling multiple initiatives, and making sure programs actually happen - not just that they’re planned.

    Assessment:

    A skills assessment will be required for this position.

    Salary Range:

    $65,390.00 - $81,740.00 annually

    Work Hours:

    8:00 AM-5:00 PM, Monday-Friday.

    Hours may change according to departmental needs; work hours may include after hours, holidays, and weekend work. This role is 100% in office.

    Travel:

    This position requires traveling to multiple sites as part of the regular job duties. A driving record verification will be conducted. If you are selected for this position and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.

    City Government

    The City of Austin is a progressive, full-service municipal organization operating under the Council-Manager form of government. Austin has a 10-1 council system with an at-large Mayor and Council Members that represent ten districts.
