    Position Duties

    The City of San José is hiring for a Senior MuleSoft Developer (Enterprise Supervising Technology Analyst) for the Information Technology Department (ITD). The purpose of the position is to support the City’s program to expand San José 311’s internal capacity for coding and customer service. The Senior MuleSoft Developer will provide the technical support necessary to focus on digital service delivery analysis and improvement, as well as the development of new services that bridge access, language, and ease of use barriers disproportionately experienced by underserved portions of our community.

    Key duties may include, but are not limited to:
    • Technical Leadership & Development: Lead architectural design and MuleSoft integration within our CRM/SJ311 applications and platform. Provide technical leadership for all MuleSoft integrations. Develop and implement enterprise development best practices, while identifying opportunities to improve the design, scalability and sustainability of our MuleSoft integrations. Lead root cause analysis for all technical issues.
    • Application Customization: Design and develop custom integrations and application extensions using the MuleSoft within our CRM and SJ311 platform. Customize APIs, and workflows for integrations with our enterprise application systems to ensure solutions are following industry design standards. Work closely and contribute to the full software development lifecycle, including design, development, implementation, upgrades, and testing, ensuring timely and efficient delivery.
    • Maintenance & Operation: Provide ongoing maintenance and operational support for MuleSoft integrations and APIs, ensuring reliable system performance and availability. Responsibilities include monitoring integrations, troubleshooting issues, performing updates, optimizing integrations, supporting deployments, and maintaining operational documentation to ensure stable and efficient integration services. Lead and own support incident management and root cause analysis to quickly restore services and prevent recurring issues.
    • Platform Management & Innovation: Oversee the management and operation for our MuleSoft integrations, ensuring platform stability, performance, scalability and security. Responsible for configuring MuleSoft integrations, monitoring health, managing upgrades and patches, enforcing governance, best practices and API policies, supporting deployments, and maintaining documentation to ensure reliable, scalable, and compliant integration services.
    • Quality Assurance & Documentation: Ensure the quality and reliability of APIs and integrations by developing and executing thorough testing strategies, including unit, integration, and regression tests. Maintain detailed technical documentation, including integration designs, API specifications, workflows, and operational procedures, to support knowledge transfer, maintainability, and compliance while enforcing coding standards and best practices within our platform.
    • Stakeholder Coordination: Build and maintain strategic partnerships with stakeholders, architects, and project teams to gather requirements, define integration needs, and ensure solutions align with enterprise goals. Communicate technical concepts clearly, coordinate across teams for timely delivery, and support change management by providing impact analysis and recommendations for system enhancements.

    Please note that the Senior MuleSoft Developer (Enterprise Supervising Technology Analyst) position is currently eligible for a hybrid telework schedule. The schedule for working remotely and onsite is subject to change.

    Salary Information: The final candidate’s qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Enterprise Supervising Technology Analyst (ESTA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
    • Salary Range (including the 5% NPWI): $148,118.88 - $180,463.92

    The ESTA classification is represented by the City Association of Management Personnel (CAMP) bargaining unit.

    Minimum Qualifications

    Education and Experience: A Bachelor’s Degree from an accredited college or university in a relevant field, AND four (4) years of progressively responsible professional/journey level experience, of which at least two (2) years of experience include lead technical work in development, implementation and maintenance of electronic business systems/solutions, or application development and/or support.

    Acceptable Substitution:
    • Additional years of increasingly responsible, directly related work experience may be substituted for education on a year-for-year basis up to two (2) years.
    • Completion of a Master's Degree in a relevant field from an accredited college or university may be substituted for one (1) year of the required two (2) years of experience, which includes lead technical work in development, implementation, and maintenance of electronic business systems/solutions or application development and/or support.

    Required Licensing (such as driver’s license, certifications, etc.):
    • Possession of a valid State of California driver’s license may be required.
    • Certification as a Microsoft Certified Systems Engineer (MCSE) or equivalent certification from a professional organization acceptable to the City of San Jose may be required.

    • Experience designing, developing, and managing MuleSoft integrations across enterprise applications.
    • Expertise in API-led connectivity, including System, Process, and Experience APIs.
    • Expertise in data mapping, transformations, and workflow automation skills.
    • Hands-on experience with integration platform management.
    • Expertise in troubleshooting and resolving complex integration issues, optimizing performance, and ensuring system stability and reliability.
    • Strong understanding of API security, governance, best practices, and compliance standards.
    • Demonstrate strong technical leadership skills, including mentoring developers and enforcing best practices.
    • Demonstrate the ability to collaborate and communicate with stakeholders to gather requirements and deliver solutions.
    • Expertise in creating and maintaining technical documentation for integrations, workflows, and operational procedures.

    Selection Process
