    GENERAL DESCRIPTION:

    Under the direction of the Information Technology Manager, the Network Specialist II performs routine (journey-level) network support work involving the installation, maintenance, and troubleshooting of the agency's network infrastructure. This position is responsible for responding to and resolving routine network service requests, assisting with monitoring the health and performance of network devices, and supporting equipment lifecycle activities including staging, testing, deployment, and Return Material Authorization (RMA) coordination. Working under the guidance of senior network staff, this position contributes to the reliability and availability of the agency's network environment by providing timely ticket resolution, participating in scheduled maintenance activities, and supporting hoc network and voice projects. The role requires effective communication, strong technical and diagnostic skills, and the ability to follow established procedures and standards. The Network Specialist II collaborates with other members of the Network Operations team and IT support groups to ensure seamless delivery of network services across the agency. The position may provide basic technical guidance to junior staff, maintain accurate documentation, and assist in the implementation of network improvements as directed. Uses network monitoring tools to detect performance or capacity issues, implements corrective actions as directed, and stays current with emerging network technologies and security practices. Provides backup and cross-training support in non-specialized areas of the network to ensure operational continuity. Work is performed under moderate supervision, with limited latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations, and procedures.



    Qualifications:

    MINIMUM QUALIFICATIONS:

    Education:

    Two-year associate degree in an Information Technology field of study or accredited technical or vocational certification in network administration, network support or other relevant field of focus.

    Experience:

    Three years of full-time experience in direct and relevant network administration, network support or design, or other relevant field of focus.

    Licensure:

    Must possess a valid class "C" Texas driver's license

    ACCEPTABLE SUBSTITUTIONS:

    Education:

    One year of full-time network support or IT infrastructure experience may substitute for 30 semesters of education, up to a maximum of 60 semester hours.

    Experience:

    Possession of valid industry-recognized certifications such as Cisco CCNA, CompTIA Network+, Cisco Specialist certifications, or similar may substitute for up to one year of required experience.

    PREFERRED QUALIFICATIONS:

    Education:

    Bachelor's degree from an accredited four-year college or university with course work in Computer Science, Information Systems, Cybersecurity, Network Engineering or a relevant IT-related field of study.

    Experience:

    Five or more years of progressively responsible experience in network administration, network support, or a related Information Technology role, including experience with LAN, WAN, and wireless networking systems.

    Licensure:

    Successful completion in Information Technology certifications or equivalent vendor certifications.

    KNOWLEDGE, SKILLS, AND ABILITIES:

    Knowledge of networking concepts, including TCP/IP, DHCP, DNS, VLANs, routing fundamentals, and network segmentation principles.

    Knowledge of layer 2 and layer 3 network equipment such as switches, routers, wireless access points and related network components.

    Knowledge of basic network security concepts, including authentication, encryption, access controls, and secure configuration practices.

    Familiarity with VoIP systems, protocols (e.g., SIP, RTP), and related network requirements for voice traffic.

    Knowledge of network monitoring tools, packet capture utilities, and diagnostic methods for identifying performance or connectivity issues.

    Knowledge of IT service management (ITSM) processes, including incident, request, and change management.

    Knowledge of ServiceNow or similar ticketing systems.

    Skill in effectively collaborating with IT teams, vendors, and stakeholders to implement network projects and upgrades.

    Skill in installing, configuring, and maintaining network hardware such as switches, routers, and wireless access equipment under guidance from senior staff.

    Skill in troubleshooting network connectivity issues using tools such as ping, traceroute, packet captures, interface statistics, and SNMP-based monitors.

    Skill in supporting and troubleshooting VoIP and related communications systems, ensuring proper connectivity, call quality, and system performance.

    Skill in creating, updating, and maintaining accurate technical documentation.

    Skill in prioritizing tasks, managing ticket queues, and meeting service-level expectations.

    Skill in coordinating with vendors regarding RMAs, equipment replacement, and basic hardware support.

    Skill in supporting testing and staging of new network devices and configurations.

    Skill in interpreting technical information and conveying it clearly to non-technical users.

    Skill in time management and balancing multiple assignments in a fast-paced environment.

    Ability to provide strong communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams.

    Ability to work effectively as part of a team, share information, and collaborate on projects or troubleshooting efforts.

    Ability to follow established procedures, comply with IT security requirements, and adhere to change management processes.

    Ability to analyze routine network problems and identify appropriate solutions with moderate supervision.

    Ability to maintain detailed records, document resolutions, and track work progress accurately.

    Ability to support agency staff and provide customer-focused technical assistance.

    Ability to adapt to changing priorities, new technologies, and evolving operational needs.

    Ability to communicate clearly, both verbally and in writing.

    Ability to travel up to 10% as required for support or project activities.

    WORKING CONDITIONS:

    Work location is at TPWD Austin Headquarters, from 8:00 am to 5:00 pm, Monday through Friday; alternative work schedules may be available.

    Must conform to TPWD dress and grooming standards, work rules, and safety procedures.

    May travel 10% of time.

    May be required to travel out-of-town with possible overnight stays with advanced notice.

    May be required to operate a state vehicle.

    Non-smoking environment in State buildings and vehicles.

    Required to pass a national fingerprint-based background check to maintain employment.
