    Role

    Yavapai County Community Health Services is seeking an experienced and strategic Program Manager III to lead and optimize Revenue Cycle Management (RCM) operations across a dynamic, patient-centered healthcare environment. This role is responsible for either overseeing or partnering with existing managers on tasks directly impacting the full revenue cycle - from front office registration and eligibility verification, through coding and claims processing, to billing, collections and denial management to fee schedules and productivity reporting - ensuring accurate, timely reimbursement and exceptional service delivery.

    The ideal candidate will bring strong expertise in coordinating cross-functional workflows, with a proven ability to improve workflows, reduce denials, and enhance overall financial performance. This position plays a key leadership role in driving operational excellence, supporting compliance standards, and collaborating with clinical and administrative teams to ensure an efficient and seamless revenue cycle.

    Experience with electronic health record and practice management systems, including NextGen, is highly preferred. The successful candidate will demonstrate strong analytical skills, leadership experience, and a commitment to continuous process improvement in a fast-paced healthcare setting.

    Major Duties, Responsibilities

    • Recruits, trains, and ensures staff are qualified to perform job functions; provides supervision and support to staff; conducts performance evaluations.
    • Oversees contracted services including cooperation with state agencies, writing RFP responses, contract compliance, budget management, data collection, and reporting requirements. Responds to calls from the public as needed.
    • Ensures that department resources, including office supplies, space, and other shared items are efficiently utilized and oversees the operation of the site including equipment maintenance/repair, ordering general office supplies, and maintaining overall office appearance and cleanliness.
    • Oversees the implementation of policies, procedures, and protocols and program evaluation and quality improvement.
    • Assures compliance with Federal, State, and County requirements including day-to-day activities and reporting guidelines for all areas of responsibility. Oversees quality assessment, evaluation, and improvement.
    • Performs other job-related duties as assigned.


    Minimum Qualifications

    Education:
    Bachelor's Degree in Public Health, or closely related field.

    Experience:
    A minimum of two (2) years of experience in program management and supervision, to include two (2) years in public health or related field.

    An equivalent combination of directly related work experience and education may substitute for the degree requirement on a year-per-year basis.

    Additional Requirements:
    Must possess a valid Arizona driver's license.
    Must possess a current fingerprint clearance card Issued by the Arizona Department of Public Safety.

    • Adapt to changing circumstances by suggesting innovations, showing flexibility, and keeping informed of program changes through training, meetings, and written/electronic correspondence.
    • Seek out and participate in professional activities and professional development.
    • Comply with County and department policies and procedures and exercise good judgment in making decisions according to established guidelines and regulations.
    • Respond to emergencies with a public health consequence according to the department Emergency Response Plan.
    • Keep management informed of key operating issues affecting the department.
    • Remain current in knowledge required to perform assigned duties.
    • Handle confidential matters and maintain discretion always.
    • Act with courtesy, tact, and diplomacy.

    Work Environment:
    The work environment is associated with an office. The work area is adequately lighted, heated or cooled and ventilated.

    Physical Requirements:
    Ability to sit or stand for extended periods of time. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effective in-person and telephonically. Capable of frequent repetitive movement of arms, fingers, and wrists. Ability to lift up to 15 pounds.
