Job Summary The IT GIS Analyst supports, maintains, and improves the City Of Bryan’s Geographic Information Systems ( GIS ), spatial data, and related business applications. This position serves as a bridge between Information Technology and City departments by administering Esri-based GIS solutions, supporting users, maintaining spatial databases, integrating GIS with other enterprise systems, and helping deliver accurate mapping and analysis for operational and public use.
Essential Job Functions - Maintains and administers the City’s Enterprise GIS environment, including software updates, user access, system availability, and distribution of spatial data.
- Consults with City departments and end users to identify business and technical requirements for GIS data, applications, integrations, and related solutions.
- Supports GIS data conversion, systems integration, application development, implementation, and ongoing maintenance.
- Manages GIS data and application development projects and may lead project teams to accomplish assigned goals, deliverables, and timelines.
- Performs data analysis and spatial analysis to produce maps, dashboards, reports, and other information products for City staff and decision-makers.
- Develops, maintains, and supports the City of Bryan’s web mapping applications and other GIS -based tools.
- Uses Esri ArcGIS Pro, Portal for ArcGIS, ArcGIS Online, and related applications to collect, manage, analyze, and present geospatial data.
- Develops, implements, and maintains GIS quality control procedures, data standards, and process documentation.
- Provides technical support, troubleshooting, and training to GIS users on GIS software, web applications, databases, and related workflows.
- Diagnoses and resolves issues related to GIS software, applications, data quality, and system performance.
- Coordinates and supports the collection, validation, and integration of GPS and field-collected data from City departments into the Enterprise GIS .
- Creates and manages web maps, apps, and content using Portal for ArcGIS, ArcGIS Online, and other Esri platforms.
- Researches, evaluates, and helps implement emerging GIS technologies, software, and best practices to improve City services and operations.
- Performs related duties as required and maintains regular, prompt attendance.
Minimum Qualifications Bachelor’s degree with significant coursework in Geosciences, Geography, Spatial Sciences, Natural Resource Management, Civil Engineering, Computer Science, or a similar field of study plus at least two (2) years of progressively responsible experience in the use of GIS and GPS technology;
or an Associate’s degree with significant related coursework plus at least four (4) years of experience as listed above; OR a High School Diploma or GED with significant related coursework plus at least six (6) years of related experience as listed above.
Equivalent combinations of education, experience, certification, and training may be considered.
Licenses, Certifications & Special Requirements Licenses: - Texas Class C driver’s license with a good driving record as measured by the City’s evaluation system.
Special Requirements: - Provides after-hours on-call support in a rotating basis; must be able to respond and escalate within posted time constraints.
- Must be able to access Texas Criminal Justice Information Services ( CJIS ) System data. As a result, the person selected for the position cannot possess a felony or Class A misdemeanor conviction; or a Class B misdemeanor conviction within the past 10 years.
- Must be able to work in the United States without requiring visa sponsorship, now or in the future
Certifications: - GIS Certificate and/or GISP Professional Certification preferred, but not required.
Certificate Pay Program: - The City of Bryan IT Department provides a Certificate Pay Program ( CPP ). New employees are eligible after the first 90 days of employment. Employee must be in good standing to qualify.
- The primary goal of the IT CPP is to develop the technical skills of the IT- GIS staff to improve/focus on the overall service level of IT- GIS support services.
- Receive up to $450/month in certification pay for qualifying certificates. (Ex: GISP , ESRI ArcGIS Pro/Developer/Administration, etc.)
- Reimbursement is available for qualifying passed certificate exams while employed by the City of Bryan IT.
