DescriptionUnder limited supervision, performs complex professional work ensuring proper application of Civil and Construction Engineering principles and techniques. The position focuses on Capital Improvement construction projects and AutoCAD drawings in compliance with all applicable policies, procedures, laws, and regulations. Performs related administrative work as required. Advanced technical drafting work in preparing plans, maps, drawings, sketches, and other illustrative materials in architectural, topographic, civil, structural, MEP engineering, or related fields using computer-aided and conventional drafting methods; developing and maintaining computer-aided drafting and design (CADD) standards; and troubleshooting and resolving problems with CADD station equipment and software. Work requires thorough knowledge of automated and conventional drafting methods, practices, techniques, and equipment, including personal computer hardware and network applications, and requires specialized skills in training others, troubleshooting and resolving CADD station equipment and software problems, maintaining and coordinating CADD files with other operators or engineers, and checking the engineering computations of others for design and accuracy.
Examples of Duties- Develops project drawings using AutoCAD software and maintains a library of project drawings.
- Assists professional engineers in the development of plans and review of CAD-generated drawings submitted by outside consultants.
- Prepares preliminary and final drawings and plans for construction projects using ink, pencil, and computer drawing techniques as required.
- Prepares and assembles detailed maps and/or prepares graphic presentations utilizing AutoCAD.
- Assists in coordinating engineering and architectural drafting functions with other departments.
- Possesses considerable knowledge of the principles, practices, techniques and Instruments of drafting and CAD drafting: knowledge of construction specifications, plans, and applicable regulations relating to various construction projects by contract.
- Uses knowledge of basic principles of Civil engineering as they relate to topographical surveying and drafting.
- Photographs assigned subjects; processes digital photos and videos; reproduces photo/video images.
- Maintain the Capital Improvement Plan (CIP) database.
- Serves as liaison to outside consultants regarding all CADD-generated drawings.
- Coordinates with professional, technical, supervisory and support staff; duties include instructing; planning, assigning and reviewing work; maintaining standards and coordinating activities as they relate to the Capital Improvement Plan (CIP).
- Attends public hearings, meetings and pre-construction conferences concerning CIP projects.
- Designs civil engineering/site infrastructure and maintenance construction projects.
- Designs architectural, mechanical, electrical, and plumbing construction drawings.
- Inspects construction sites to determine conformance to design specifications.
- Consults with state and local agencies and utility companies on project designs.
- Performs engineering calculations.
- Ensures department compliance with all applicable policies, procedures, laws and regulations.
- Trains and provides ongoing technical support to engineers, project managers, and other staff on AutoCAD, CADD procedures, and related software/tools.
- Coordinates project activities with other divisions, departments, agencies and utilities as required.
- Performs quality control reviews on internally and externally produced CADD drawings for accuracy, completeness, and compliance with standards before issuance. Meets with County Staff, grant agencies and staff to discuss active and proposed projects.
- Prepares status reports as directed. Prepares exhibits to aid in Board decision making.
- Directs special projects as assigned.
- Receives and responds to public inquiries, requests for assistance and complaints.
- Assists with administrative tasks including document control, preparation of bid packages, permit applications, submittals, RFIs, and public records requests involving drawings and technical files.
- Maintains project documentation libraries (both digital and physical), compiles reports, and prepares exhibits or presentation materials for Board meetings, public hearings, and stakeholder briefings.
- Supports CIP tracking by updating spreadsheets, databases, or project management software with drawing status, revisions, and milestones.
- Prepares, processes and submits various documents, survey exhibits, engineering drawings, blueprints, contracts, permits, various reports, memos, correspondence, etc.
- Interacts and communicates with various groups and individuals such as the Board of County Commissioners, County Attorney, County employees, developers, engineers, contractors, consultants, municipal personnel, various other Local/State/Federal agencies, vendors and the general public.
- Operates a vehicle and a variety of equipment, which may include a computer, printer, fax machine, copier, calculator, telephone, two-way radio; utilizes an engineering and architectural scale, etc.
- Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness. Provides adequate notice to higher management with respect to vacation time and leave requests.

Typical QualificationsRequires a Bachelor’s degree in Civil Engineering, Construction Management, Construction Engineering, or other relevant field and three years in computer-aided drafting and design systems operations, or an equivalent combination of education, training and experience that provides the required knowledge, skills , and abilities.
Must possess or obtain and maintain within six (6) months of hire, the following:
- Local Agency Program (LAP) Certification
- Florida Department Of Transportation (FDOT) Earthwork Construction Inspection Level 1
- FDOT Concrete Field Specifications
- FDOT Final Estimates Level 1
- FDOT Asphalt Paving Level 1

- Florida Department of Environmental Protection (FDEP) Qualified Stormwater Management Inspector Certification

Possession of an Engineer-in-Training License issued by the State of Florida preferred. Must possess a valid State Driver’s License.
