    The Job

    The Auditor-Controller/Treasurer/Tax Collector of San Bernardino County seeks a service oriented, experienced Executive to assist in the planning and administration of the activities of the major operational units of the department and participate in the formulation of policies and procedures. This is an unclassified position that reports directly to and serves at the pleasure of the elected Auditor-Controller/Treasurer/Tax Collector.

    This position will be primarily responsible for:
    • Assisting with the development of new and improved operational, accounting, budgeting, or management systems; investigating and resolving complaints related to operational activities.
    • Preparing, coordinating, administering, and monitoring the department budget; preparing or directing the preparation of reports, plans, financial statements, manuals and correspondence pertaining to the operation of the office.
    • Conferring with and advising County and Districts officials and the general public on matters pertaining to property tax issues and laws and procedures relating to finance; interpreting various laws, rules and regulations and determining their applicability to specific circumstances; formulating legislative proposals for inclusion in the County's legislative program.
    • Assisting in determining tax requirements and apportionments; conferring with public agency officials on tax related issues; recommending legislation or policy changes in tax rate and revenue fund determinations.
    • Analyzing new or revised legal and procedural requirements to ensure proper maintenance of fiscal records and determine implementation costs; identifying inequities in existing laws or regulations; preparing proposals for relief.

    THE DEPARTMENT

    The office of the San Bernardino County Auditor-Controller/Treasurer/Tax Collector is committed to serving the citizens of the County by processing, safeguarding, and providing information regarding the finances and public records of the County.     MAJOR DIVISIONS
    • The Internal Audits Division performs operational and financial audits of departments, agencies and special districts, evaluates internal controls for operational improvement, and operates the Fraud, Waste and Abuse Hotline.
    • The Controller Division records the collections and performs the accounting, reporting, and claims of all County financial activities to ensure sound financial management. It is also responsible for developing and implementing accounting systems and standards and administering the Countywide Cost Allocation Plan.
    • The Disbursements Division is responsible for vendor payments and payroll services.
    • The Treasurer Division performs the County's treasury function, including the investment of all County and School District funds within the County investment pool and associated banking services. The Treasurer currently manages assets of over $6 billion.
    • The Property Tax Division is responsible for compilation of property tax rates, revenue disbursements to taxing agencies and managing and calculating pass-through agreement payments on behalf of Countywide successor agencies relating to the dissolution of Redevelopment Agencies, compiles assessed valuation for taxing agencies, calculates property taxes, prepares and extends tax rolls to and maintains tax charges against the Tax Collector, sets and releases subdivision tax bonds, and apportions collected property taxes to recipient entities.
    • The Tax Collector Division collects property taxes for all County taxing entities.
    • The Revenue Recovery Division provides collection services for the County and Superior Court, the Arrowhead Regional Medical Center's delinquent accounts receivable, and other County departments.
    • The SAP Division supports all County departments in using SAP, providing day-to-day assistance, designing and testing system enhancements, and performing maintenance and upgrades. We also offer end-user training on both existing and new system functionalities, ensuring excellent customer service for all SAP users countywide.
    • The Information Technology Division provides strategic technical leadership and support, managing infrastructure, cybersecurity, and data systems while offering tailored solutions to each division. They also drive innovation through research and development, ensuring organizational efficiency and security.

    Desired Qualifications

    The ideal background for this position consists of a combination of education and experience commensurate with its responsibilities, and includes a Bachelor's degree in accounting, finance, business/public administration, or comparable field; active CPA certification; and five (5) years of progressively responsible private or public sector accounting and/or auditing experience as a supervisor or manager, which includes extensive experience managing audits of large public
    sector entities.

    Additionally, the ideal candidate will possess the following:
    • Comprehensive understanding of Generally Accepted Accounting and Auditing Standards and up-to-date knowledge of applicable, laws, regulations, and best practices.
    • Excellent analytical and strategic problem solving skills with the ability to develop ideas and implement them through teamwork and cooperation.
    • Ability to work with and maintain effective relationships with employees, County departments, elected officials, the public, and business associates in a variety of public and private organizations.
    • High ethical standards with the willingness to make difficult decisions based on what is fair and right.
    • Strong oral and written communication skills.
