    The Job

    San Bernardino County's Land Use Services Department is recruiting for an experienced Operations Analyst* to support and lead departmental initiatives that improve operational efficiency, strengthen service delivery, and advance strategic priorities.

    The Operations Analyst works closely with executive leadership, internal staff, and partner departments to evaluate operational needs, analyze data, and develop practical solutions that support departmental goals. This position is responsible for coordinating multiple projects from planning through implementation, monitoring performance outcomes, and supporting the management of departmental digital platforms that provide critical information to staff and the public.

    This role combines project coordination, operational analysis, performance monitoring, and digital platform oversight to support effective decision-making and continuous improvement across the department.

    Key Responsibilities :

    Planning and Coordination
    • Lead and support departmental projects from concept through implementation.
    • Evaluate current workflows and operational processes to identify opportunities for improvement.
    • Define project scope, objectives, deliverables, and timelines.
    • Coordinate project activities across divisions and partner departments.
    • Track milestones and monitor progress to ensure projects remain on schedule and within scope.

    Data Analysis and Performance Reporting
    • Collect, analyze, and interpret operational data to support project planning and decision-making.
    • Develop performance dashboards, metrics, and key performance indicators to track operational outcomes.
    • Prepare reports and presentations summarizing data findings, trends, and recommendations.
    • Present analysis and updates to leadership and key stakeholders.

    Implementation and Continuous Improvement
    • Support department-wide implementation of new initiatives, programs, or operational processes.
    • Develop and document standard operating procedures and process improvements.
    • Conduct post-implementation reviews to evaluate project effectiveness and identify improvement opportunities.

    Digital Operations and Information Management
    • Manage and maintain the department’s website and intranet platforms to ensure information is accurate, current, accessible, and aligned with departmental standards.
    • Coordinate with subject matter experts to review, update, and publish operational information and resources.
    • Apply content governance standards, style guidelines, and established approval processes.
    • Conduct routine content audits and recommend improvements to page structure, navigation, and overall user experience.
    • Ensure digital content complies with ADA accessibility requirements and organizational policies.
    • Serve as the Content Management System site administrator, managing user roles, permissions, and access.
    • Monitor website and intranet performance metrics and provide reports and recommendations to leadership.
    • Test system enhancements prior to deployment and develop user support materials such as job aids, FAQs, and reference guides.

    CONDITIONS OF EMPLOYMENT

    Travel:
    Travel throughout the County may be required and employees will be required to make provisions for such transportation.

    Minimum Requirements

    Candidates must possess the required experience AND education to qualify.

    EXPERIENCE:

    Two (2) years of full-time equivalent professional level experience in operations analysis, project coordination, performance analysis, or digital platform management.

    EDUCATION:

    A bachelor’s degree in Business Administration, Operations Management, Public Administration, Statistics, Data Management, or a closely related field.

    **Qualifying degrees must be conferred by institutions accredited by an accrediting body recognized by the U.S. Department of Education. Degrees earned outside the United States must be accompanied by an evaluation from a recognized credential evaluation service verifying U.S. equivalency.

    Desired Qualifications

    The ideal candidate will demonstrate strong communication skills, including the ability to clearly present complex information and data both verbally and in writing to a variety of audiences. They will possess strategic and analytical thinking skills, allowing them to evaluate operational challenges, analyze relevant data, and develop practical solutions that support organizational objectives. In addition, the candidate will have experience collaborating with stakeholders across multiple levels to effectively coordinate initiatives and improve overall operations.
