    The Job

    The Department of Risk Management is recruiting for a Risk Control Officer to supervise the activities of the Risk Control Section. The Risk Control Officer reports to the Deputy Director of Risk Management (Risk Control Division) and is responsible for planning and directing the County-wide program of accident prevention, safety education, and loss control. The Risk Control Officer is charged with protecting County assets, conducting inquiries into accidents involving County equipment and facilities, and promoting risk management and safety programs. Duties include developing and implementing a program of safety and loss prevention for the County; reviewing policies and practices; ensuring compliance with all applicable safety codes and standards; coordinating activities with applicable County offices; determining safety and risk control training needs and developing the safety and risk management education program; supervising and/or conducting the instruction of training classes and presentations; and explaining and interpreting policy and procedures.

    County MOU - General Unit

    A hybrid telework schedule may be offered with satisfactory work performance. The department may also offer a 9/80 schedule, where incumbents enjoy a nine-day biweekly schedule.

    CONDITIONS OF EMPLOYMENT

    Pre-Employment Process: Prior to appointment, applicants must successfully pass a background check, including fingerprinting, verification of employment history, and physical exam/drug test.

    Travel:
    Travel throughout the County is required. A valid California Class C Driver License is required to carry out the essential job-related functions of this position (mileage reimbursement may be available at current IRS rates). A clean driving record and proof of automobile liability insurance must be maintained.

    Sponsorship: San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.

    Minimum Requirements

    Applicants must meet one (1) of the following options:

    Option 1:

    Education: Bachelor's degree from an accredited institution.

    -AND-

    Experience: Three (3) years of recent (within the last 5 years) full-time equivalent experience overseeing professional safety projects/programs and/or conducting environmental investigations related to occupational health and safety. Primary duties must include administering components of an organization's loss prevention, regulatory compliance, occupational health, and illness/injury prevention programs. Experience must include identifying, assessing and controlling risk exposures, as well as implementing and evaluating recommended mitigation methods.

    -OR-

    Option 2:

    Education: Thirty (30) semester or forty-five (45) quarter units of completed college coursework from an accredited institution. (Transcripts MUST be attached to the application.)

    -AND-

    Experience: Five (5) years of recent (within the last 5 years) full-time equivalent experience overseeing professional safety projects/programs and/or conducting environmental investigations related to occupational health and safety. Primary duties must include administering components of an organization's loss prevention, regulatory compliance, occupational health, and illness/injury prevention programs. Experience must include identifying, assessing and controlling risk exposures, as well as implementing and evaluating recommended mitigation methods.

    IMPORTANT NOTES:

    EXPERIENCE: General loss prevention experience (e.g., retail operational loss prevention or security) is not considered qualifying experience. Loss prevention is defined as preventing and/or minimizing losses specifically associated with workplace accidents, injuries, illnesses, and similar occupational hazards. It does not refer to preventing financial losses due to theft, shrinkage, or operational inefficiencies in retail settings. Qualifying experience must be specific to the identification, assessment, implementation, and evaluation of occupational health, safety, and illness/injury prevention.

    EDUCATION: Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.

    Desired Qualifications

    The ideal candidate will have experience as a lead worker, supervisor, or trainer in the public sector and designations from of one of the following is highly desirable: Board of Certified Safety Professionals (BCSP) or American Board of Industrial Hygiene (ABIH).
