    CAREER DESCRIPTION

    JAIL CASHIERING ADMINISTRATOR

    (Fiscal Administrator)

    Salary may be negotiable within the range listed above, based on position requirements, and successful candidate's qualifications, subject to appropriate authorization.

    This recruitment is being held to establish an Open Eligible List to fill a vacancy in this class until the next recruitment.

    This recruitment will be advertised from Monday, March 30, 2026, through Thursday, April 1, 2026. Interested jobseekers will not be able to apply during this advertising period.

    POSITION/RECRUITMENT INFORMATION
    This recruitment is open to the public and being held to establish an open eligible list to fill vacancies in this class until the next recruitment. The eligible list established may also be used to fill positions in similar/or lower classifications. The current vacancies are within the Orange County Sheriff's Department (OCSD); however, the eligible list may also be used by other County of Orange agencies or departments to fill their vacancies.


    SHERIFF-CORONER

    The Orange County Sheriff's Department is the fifth largest Sheriff's Department in the nation, offering a rewarding career with the opportunity to serve Orange County in diverse assignments.     THE OPPORTUNITY

    The Financial/Administrative Services Division seeks a highly motivated, creative, and results oriented professional to provide value-added services to its Jail Cashiering Unit. This unit is a 24-hour, 7 day per week operation located inside two secure Orange County Jail Facilities: Theo Lacy Facility and the Intake Release Center. This position will interact with inmates daily and must be able to work rotating day or night shifts, weekends, and holidays. The ideal candidate must be able to multitask and work in a fast-paced environment, overseeing transaction related to inmate accounts at the various Sheriff’s jail facilities and providing payroll services assistance to approximately 4,000 Sheriff employees.

    Candidate will work in a 24-hour/7 day per week operation and must be able to work rotating day or night shifts, weekends, and holidays.
    ORANGE COUNTY SHERIFF’S DEPARTMENT IS SEEKING AN INNOVATIVE, PRODUCTIVE TEAM MEMBER WHO POSSESSES EXPERIENCE IN:
    • Manage a team performing routine or complex accounting transactions.
    • The management team creates and assigns the schedules to the Jail Cashiering Unit. The staff are physically assigned in the correctional facilities and work in a 24-hour/7 day per week operation and must be able to work rotating day or night shifts, weekends and holidays.
    • Assist staff in setting goals and monitoring progress as well as preparing written evaluations.
    • Analyzing and interpreting County Employee Memorandum of Understandings (MOU’s) to ensure accurate employee compensation.
    • Prepare and complete complex financial reports which require researching, compiling, and analyzing data from various systems including CAPS+ System, ERMI, Monarch, Human Resource Data Portal, Sheriff Shared Data System (SDS), OC Time, InTime and other Financial Systems.
    • Research policies and procedures as well as review past practices when resolving issues and adopt best practices.
    • Skilled in handling challenging interpersonal situations and de-escalating conflicts with professionalism.
    • Respond to inquiries form County staff, vendors, State, Federal and the general public.
    • Troubleshooting operational issues and facilitating or attending meetings when necessary.


    IF YOU ARE SELECTED FOR THIS EXCITING POSITION, YOU WILL HAVE THE OPPORTUNITY TO:
    • Provide day to day oversight by planning, organizing, and implementing strategic leadership within the Jail Cashiering Unit.
    • Managing high volume cash transactions, including deposits, withdrawals, bail and bond payments, and ensuring daily reconciliation at two jail facility locations with operational hours 24 hours a day, seven days per week.
    • Effectively communicate and coordinate with sworn staff in a jail facility to complete routine operational task.
    • Implement and enforce internal controls to mitigate financial risk in cash-handling operations.
    • Monitoring and analyze Jail Cashiering Unit expenditures and revenues against budgets and provide monthly reports, trends, and cost saving methods.
    • Assist the payroll unit in review and approval of Payroll Timesheet Adjustments (TADJ’s) and special projects as requested.
    • Track and maintain department assets and complete biennial inventory.

    THE IDEAL CANDIDATE WILL POSSESS EXTENSIVE EXPERIENCE IN THE FOLLOWING COMPETENCIES:
    • Strong accounting knowledge and experience.
    • Understanding of the California Public Records Act request and court dispositions process to ensure that the Sheriff’s Department is in compliance with labor laws, County policies and Memorandum of Understandings (MOU’s).
    • Assist in preparing and reviewing cash deposits.
    • Excellent communications skills and ability to interact with various levels of management and staff within the Department and representatives from other County, State or Federal agencies.
    • Experience compiling or directing computations of financial data, conducting financial and cost/benefit analyses and clearly articulating findings to management to assist in making critical decisions.
    • Experience in training and managing accounting and/or financial staff.
    • Excellent writing skills and attention to detail.
    • Knowledge of State and Federal Correctional guidelines, policy and procedures.

    Ability to

    • Research and analyze fiscal and regulatory data, identify issues, and make recommendations and provide solutions
    • Monitor and interpret operational data, regulatory, and financial information and statistics
    • Administer budgets and procurement processes, which may include negotiating contracts

    Education and Experience

    One (1) year of experience as a Fiscal Analyst or its equivalent with the County of Orange.

    Or

    Four (4) years of professional accounting/financial experience related to assignment.

    A Bachelor’s degree in accounting, finance, business administration, or related field may substitute for one (1) year of the required experience.

    A Master’s degree in accounting, finance, business administration, or related field may substitute for two (2) years of the required experience.

    SPECIAL REQUIREMENTS

    Must not have been convicted of a felony and must pass an extensive background investigation to the satisfaction of the Orange County Sheriff-Coroner. Background screening includes completing of a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references and education verification (i.e., degree, license, or official transcripts. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Services (N.A.C.E.S.).

    Physical and Mental Requirements

    Possess vision sufficient to read standard text and a computer monitor and to drive a vehicle; speak and hear well enough to communicate clearly and understandably in person to individuals and groups and over the telephone; possess body mobility to stand, sit, walk, stoop and bend routinely to perform daily tasks and to access a standard office environment; possess manual dexterity sufficient to use hands, arms and shoulders repetitively to operate a keyboard, utilize office equipment and to write and drive; use a County approved means of transportation.

    Environmental and Working Conditions

    Possess the ability to independently reason logically to analyze data, reach conclusions and make recommendations; possess the ability to remain calm and appropriately focused in rapidly changing and difficult situations involving conflict, complex issues, controversy and diverse stakeholder groups and interests; possess the ability to deal calmly and effectively with emotional interactions.
