  • Job Description

    Under the direction of the Assistant Superintendent-Human Resources, perform a variety of complex, confidential, and professional human resources functions in the recruitment, selection, and compensation of certificated employees; Perform a variety of analytical and technical duties in support of employee industrial and non-industrial medical leaves of absences; prepare the Certificated Board report for Board of Education meetings; assure compliance with laws, rules, regulations, Human Resources policies, and collective bargaining unit contracts.

    Perform a variety of complex, confidential, and professional human resources functions in the recruitment, selection, and compensation of certificated employees; assist in the development and implementation of employee selection procedures; maintain current knowledge of and assure compliance with laws, rules, regulations, Human Resources policies, and collective bargaining unit contracts.

    Assist with the implementation of the district leave programs including FMLA/CFRA/PDL, military, and District Leave policies (Medical Leave of Absence; Personal Leaves) as well as reasonable accommodation and temporary accommodations requests for both certificated and classified employees.

    Interpret and coordinate leave program and policies in accordance with the applicable federal and state employment laws including but not limited to, Family Medical Leave Act, Americans with Disabilities Act, Uniformed Services Employment and Reemployment Rights Act, Pregnancy Discrimination Act, Short-term and Long- Term Disability.

    Prepare the Certificated Board report for Board of Education meetings; create and submit various agenda items; create, submit resolutions and prepare attachments as needed for Board of Education approval.

    Maintain confidentiality of employee medical & leave records maintain and ensure continued compliance with federal HIPAA privacy laws.

    Coordinate and perform complete recruitment processes involving advertising, testing, interviewing, and selecting; prepare job announcements and place advertisements in various media; forward announcements and related correspondence to other departments, agencies and identified members of the public.

    Oversee and participate in the screening of employee applications to assure candidates meet minimum qualification guidelines; coordinate the assembly of application and interview packets; verify eligibility and background information of applicants; prepare and distribute acceptance and rejection letters to applicants as appropriate.

    Schedule interviews and arrange interview locations; select panelists; explain candidate requirements, rating sheets and interview questions to panelists; participate in interview panels to determine eligibility of candidates as assigned; analyze and accept or reject job applicants according to established requirements.

    Prepare temporary/probationary contracts, history card, files, and assure new hire documentation is submitted in a timely manner; monitor and process status changes from probationary levels through regular employee status; process limited term agreements.

    Serve as liaison with/between unions, employees, supervisors, administrators and outside agencies providing technical information regarding personnel policies, procedures, laws, codes, rules, regulations and the administration of certificated human resources programs; confer with applicants concerning job vacancies, qualification requirements, credentials and related information; verify employment to outside organizations as requested; notify employees of TB expiration dates and results.

    Ensures proper and timely handling, tracking and record maintenance of all intermittent and consecutive leave request including reviewing request, keeping leave database and logs up to date sending out communication (via email and letters) to supervisors, and employees, running reports/ quires, and meeting with employees.

    Conduct audit of salary placement for certificated staff; determine list and prepare personnel actions for teachers receiving salary increases due to units on salary schedule; issue longevity increments and degree stipends for administrators as appropriate.

    Perform a variety of complex technical duties in the monitoring of certificated assignments and renewals to assure compliance with credential requirements; assure credentialing activities comply with established guidelines, policies, regulations and procedures; monitor revoked credential list provided by the Commission on Teacher Credentialing (CTC) and assure District employees are not on the list; verify new and current employee credentials on the CTC website.

    Train and provide work direction and guidance to assigned personnel; assure employee understanding of departmental policies, guidelines and procedures; assign employee duties and review work for accuracy and completeness.

    Prepare and maintain a variety of statistical and narrative records and reports related to employee recruitment, compensation and assigned personnel functions; input employee data in assigned human resources software program; process and analyze a variety of forms and applications; prepare postings, spreadsheets, notices and letters as assigned; maintain eligibility and seniority lists.

    Process personnel action forms for employment, leave of absences, retirements, terminations, and changes in classifications or salary, leaves, layoffs, re-employment and other personnel actions as assigned.

    Monitor files and determine need for annual teacher evaluations; prepare list for sites and provide list to appropriate personnel.

    Compose a variety of correspondence including inter-office communications, forms, letters, memoranda, contracts, special projects, legal documents, Board agendas and resolutions, handbooks and other materials; receive and respond to e-mails.

    Research, compile, verify and provide a variety of information for reports, special projects, salary negotiations, collective bargaining, interviews, Board meetings, employee orientations and other personnel-related functions; determine salary placement.

    Operate a variety of office equipment including a calculator, copier, fax machine, computer and assigned software.

    Communicate with personnel, outside agencies and the public to exchange information, coordinate activities and resolve issues or concerns.

    Maintain confidentiality regarding issues related to negotiations and collective bargaining matters; serve on the District negotiation team when negotiating with the teacher's union.

    Attend and participate in a variety of meetings and in-services as assigned.

    Any combination equivalent to: bachelor's degree in business administration, human resources, public administration or related field and three years of professional human resources experience involving recruitment, selection or teacher credentialing activities.

    The examination process for this recruitment may be comprised of one or any combination of the following: screening of the applicant’s training, background, and experience; scored evaluation of responses on a supplemental application; written examination(s); qualifications appraisal oral examination; performance examination; or technical oral examination, scored on a job-related basis.

    A background check will be conducted to all candidates that will be considered. There is a $74 fingerprint fee that the candidate is responsible for and a clearance of Tuberculosis is also required prior to beginning work.

    San Lorenzo Community
    The Community of San Lorenzo is situated in unincorporated Alameda County between the cities of San Leandro and Hayward. The 2010 United States Census reported that 23,452 people, 7,425 households, and 5,792 families reside in San Lorenzo. The population density is approximately 8,488 people per square mile (3,276.8/km²). The racial makeup is approximately 47.4% White (32.4% non-Hispanic), 4.8% African American (4.5% non-Hispanic), 1.0% Native American, 21.6% Asian, 0.8% Pacific Islander, 17.9% from other races, and 6.5% from two or more races. Roughly 37.7% of the population is Hispanic or Latino of any race.  The school district boundaries include parts of the cities of San Leandro and Hayward. 

    San Lorenzo Students
    The students of San Lorenzo represent the diversity of the town's past and present. Of the students attending TK-12 schools in San Lorenzo, 56% are Hispanic/Latino, 13% are Asian, 12% are Black/African American, nine percent are white, eight percent are Filipino and two percent are of other races. Forty two percent of the students in San Lorenzo speak Spanish as their first language, while 40% speak English as their first languages. Other languages represented include Cantonese/Mandarin (7% ), Tagalog (4% ), Vietnamese (3%) and Arabic (3%). Three percent of our students speak one of 37 other languages. Of the approximately 10,500 students, 69% are eligible for the Federal Free and Reduced Lunch Program.  Seventy-two percent of the District's students are either socio-economically disadvantaged, English Learners or Foster Youth. Many of our students fall into more than one of these categories, but can only be counted once.

    San Lorenzo School District
    The district was established on November 8, 1859 and is one of the oldest continuously operating school systems in the State of California. From a humble beginning in 1850 with only six students and a tiny portable schoolhouse, the District reached its peak size in 1970 with 18,000 students enrolled in 28 schools. The current Superintendent of the district is Dr. Fred Brill who has served the community since 2014. The district collaborates with multiple city and county government departments to access and organize services for students and families. The school district partners with many local initiatives to create multiple opportunities for students and families. These partnerships include Alameda County Supervisors and Alameda County Office of Education to provide services to community members ages 11-24 at the REACH Ashland Youth Center.

    Currently, San Lorenzo Unified School District consists of nine elementary schools, three middle schools, and four high school sites. The District Independent Contracted Education (DICE) program gives students the chance to receive several hours of instruction each week one on one with a highly qualified teacher, while taking on the obligation to complete an additional number of study hours at home.  In 2004, the school district adopted wall to wall Small Learning Communities and offers eight different programs for all 3300 high school students.  

    District-wide all teachers have focused on implementation of Common Core State Standards to guide classroom instruction. Administrators and teachers use multiple measures of assessment, including NWEA and CAASPP to determine program needs. Teachers utilize formative and summative data across grade and subject areas to inform instruction. Weekly collaboration, planning and analysis of lesson objectives, student work samples, and performance on common assessments drive the delivery of curriculum and the instructional strategies utilized. Analysis of data determines intervention course offerings.
