    Description

    Under general direction from the Revenue Cycle Manager, supports the manager with day-to-day revenue cycle department operations, researches payment and billing discrepancies, and supports contractors and clinics with billing training and edits.
    The ideal candidate brings a wealth of experience in revenue cycle management, including knowledge of Short-Doyle Medi-Cal, Drug Medi-Cal, Medicare, and other payors specific to Mental Health and Substance Use Services, along with a proven track record of navigating complex billing and reimbursement processes to maximize revenue while ensuring full compliance with regulatory requirements. They also possess strong personnel administration skills, with demonstrated ability to plan, organize, and supervise the work of others effectively, fostering a productive team environment, supporting staff development, and maintaining efficient operations within a dynamic healthcare setting.

    EDUCATIONAL/BILINGUAL INCENTIVES: Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an associate, bachelor's, or master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

    APPROXIMATE SALARIES:
    Program Administrator I: $74,569.40- $104,407.41 Annually
    Program Administrator II: $83,524.41 - $116,945.66 Annually
    Program Administrator III: $87,444.09 - $122,433.74 Annually

    DEPARTMENT/AGENCY: Health Care Agency - Behavioral Health

    The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only. There is currently one (1) Regular vacancy within Health Care Agency - Behavioral Health.

    Program Administrator I/II/III are Management classifications and are not eligible for overtime compensation. Incumbents in these classifications are eligible for benefits at the MB4 level.

    Examples Of Duties

    Duties may include, but are not limited to the following:
    • Assists with the administration of the Behavioral Health billing department;
    • Monitors and assists billing staff to identify, research and resolve issues to ensure claims are submitted timely and payments are posted accurately;
    • Ensures accurate billing and maximum reimbursement by meticulously reviewing medical records and assigning appropriate billing codes (e.g., CPT, ICD-10).
    • Collaborates closely with healthcare providers to ensure comprehensive documentation of services provided, optimizing billing accuracy and compliance.
    • Develops, configures, and implements changes as needed to the Electronic Health Record systems;
    • Assists with the development of policies and procedures related to the Revenue Cycle to ensure operational efficiency and cost effectiveness;
    • May represent the County in contacts with other governmental or community agencies and the public;
    • Prepares reports; compiles and analyzes financial information and statistical data to improve operations, identify program needs, and/or change service delivery methods; may research and validate reports for management;
    • Attends meetings to identify issues and make recommendations regarding changes in processes/procedures; assists with presentations to management and policy makers regarding billing issues;
    • Supervises billing staff ensuring that all are trained on current billing and reimbursement procedures;
    • Identifies opportunities for improvement and prepare and present billing related recommendations to management;
    • May research, analyze, prepare, and validate reports for management; and
    • Performs other related duties as required.


    Typical Qualifications

    These are the entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING, and EXPERIENCE:

    Any combination of education, training, and experience equivalent to a Bachelor's degree in the Behavioral Sciences, Social Work, Psychology, Public Health, Business/Public Administration, Healthcare Administration, Statistics, Accounting or a closely related field.

    AND

    Program Administrator I :
    Two (2) years of experience in billing and/or healthcare accounts receivable management.

    Program Administrator II :
    Three (3) years of experience in billing and/or healthcare accounts receivable management.

    Program Administrator III :
    Four (4) years of experience in billing and/or healthcare accounts receivable management.

    Necessary Special Requirements:
    • Possession and maintenance of a valid California driver license by time of hire.
    • Excellent written and oral communication skills must be demonstrated in the completion of the application as well as the responses to the supplemental questions.
    • Knowledge of and experience administering the billing functions in an Electronic Health Record system.
    DESIRED:
    • Bilingual (English/Spanish)
    • Experience coordinating with or working within community organizations that provide behavioral/mental health services
    • Analytical experience and the ability to handle a large workload under tight timelines
    • Experience with Short-Doyle Medi-Cal, Drug Medi-Cal, Medicare, and other payer billing and reimbursement processes
    • Experience with Netsmart, Cerner, and/or Avatar
    • Proficiency in creating reports utilizing visual reporting software such as Word, Excel, Access, PowerPoint, Outlook, or similar tools
    • Supervisory experience
    • Experience with public speaking

    ORAL EXAMINATION - 100%: A job-related oral examination may be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. Responses such as "See Resume" or "Refer to Resume" are not acceptable and may disqualify an applicant from further evaluation.

    NOTE : If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
