    POSITION OVERVIEW

    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
    Manages activities related to planning, design, implementation, and optimization of complex automation and SCADA systems across municipal drinking water. This role oversees the full project lifecycle—from risk assessment and system prioritization through design review, construction support, startup testing, and commissioning—ensuring all control systems are safe, reliable, and compliant with operational needs. Develop and review control system designs, control narratives, PLC/HMI code, test procedures, and system submittals. Manage interactions with Process Control System Integrators and software developers; and perform detailed reviews of PLC, HMI, and communication configurations prior to deployment. Designing and implementing new control solutions, algorithms, reporting systems, and replacements for obsolete hardware. Maintaining and troubleshooting communication networks, servers, workstations, and historical/real time HMI systems. Provides supervision and coordination of technical personnel and projects or may supervise multiple contracts and projects of extensive monetary value to the City Provides technical analysis and information to develop
    solutions and improve systems and plans. Evaluates proposals and makes recommendations for projects. Reviews and comments on construction submittals. Establishes goals, develops and evaluates performance of personnel and/or projects. Conducts on-site project inspections and investigations. Responds to inquiries by departments, consultants, agencies and the general public. Attends meetings and conferences. Establish defined measures and goals for performance evaluations.

    WORKING CONDITIONS This position involves considerable physical exertion, such as regular climbing of ladders, lifting of heavy objects (up to
    20 pounds) on a highly frequent basis and/or assuming awkward positions for long periods of time. There are occasional
    exposures to significant levels of heat, cold, moisture and air pollution.

    This is a Department of Houston Public Works Emergency Management position at the Tier I Level .

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS
    Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing.

    OR

    Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.

    EXPERIENCE REQUIREMENTS Six (6) years of active practice in engineering work after graduation from an approved curriculum in engineering, with one of the years as a licensed Professional Engineer, are required.

    Engineers from out-of-state must

    be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas;

    AND

    obtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.

    Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.

    LICENSE REQUIREMENTS Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.

    May require a valid Texas Driver's License and compliance with the City of Houston's policy on driving (A.P. 2-2).

    PREFERENCES

    Preference will be given to applicants with 5-10+ years of experience in industrial control systems, SCADA development, or automation engineering. Preference will be given to applicants with hands-on experience with PLC programming and HMI/SCADA platforms, experience designing and reviewing control narratives, P&IDs, I/O lists, and testing specifications and familiarity with networking technologies used in industrial automation, experience with system commissioning, FAT/SAT testing, and functional testing, and an ability to develop safe control algorithms, failsafe, and reporting systems.

    **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
