Supervisory Program Oversight Specialist

This position serves as the first line Supervisor with the Approvals Management and Oversight team within the Program Oversight & Accountability Division and is in an assigned jurisdiction(s) across the United States and responsible for providingdirect supervision and technical oversight of teams comprised of grades ranging from GS-09 to GS-11 within an assigned portfolio in support of EDU's mission. This position reports directly to the Chief Program Oversight Officer for the assigned jurisdiction. Other duties include:

  • Provides technical and administrative oversight to a team of Education Approval Specialist. The supervisor performs the following duties: plans work to be accomplished by subordinates in different geographical locations, sets and adjust short-term priorities and prepare schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluate work performance of subordinates while overseeing the quality assurance of SAA approval packages and
  • Gives advice, counsel, or instruction to employees on both work and administrative matters to include: education and training institution approval, revision, suspension or withdraw actions, program compliance and reviewing various informational sources such as trusted federal agencies (Dept of Education, Department of Defense, Federal Trade Commission, etc.) accreditation agencies, foreign institutions, GI Bill Comparison Tool, and VA payment systems, and ensures a consistent application of governing laws, regulations and policies; interview candidates for positions in the unit, recommend appointment, promotion or reassignment to such positions
  • Advises supervisor of accomplishments, progress, mission needs, resourcing, and all unresolved or controversial issues. Independently, reviews jurisdiction workload and provides or requests additional resources to meet overall program objectives.
  • Oversees investigative and evaluation activities completed by direct reports that pertain to compliance with provisions of Title VI of the Civil Rights Act of 1964 and Title IX of the Education Amendments of 1972, Section 404 of the Rehabilitation Act of 1973 and the Age Discrimination Act of 1975, Targeted Risked Based Reviews (TRBR) and Risk-Based Surveys (RBS).
  • Facilitates productive discussions with VA personnel, school officials, business owners, State Approving Agency (SAA) officials and other stakeholders by phone, face-to-face or in writing to oversee investigation activity to substantiate or refute allegations. Represents Approvals Management and Oversight team, Program Oversight and Accountability division, Education Service and VA Central Office (VACO) management at local, regional and national meetings/conferences.
  • Leads the analysis of education and training institutional data to track patterns, trends, and provide feedback, reports, written input for briefings, data-calls, and meetings to ensure enforcement of the statute, regulations, and standards. The incumbent promotes activities aimed at improving program effectiveness and efficiency.

Work Schedule: 8 a.m. to 4:30 p.m. Monday through Friday
