Position Description

THE POSITION

Come and join the City of Fresno in achieving our mission of Building a Better Fresno!

GIS Specialists perform under general supervision advanced technical work related to the analysis, use, development and maintenance of Geographic Information Systems (GIS). The incumbent will work with key staff in various departments to perform a variety of complex GIS related work; including, GIS technical support, spatial data analysis, developing and maintaining layers, services, maps and applications, and provide mapping expertise to the Police Department.

There is currently one vacancy in the Information Services Department. Immediate and future vacancies will be filled from this eligible list for three (3) months from the date the eligible list is created, with the option of extending that period at the City's discretion. Should the competitive process be suspended for this recruitment, the eligibility list may be limited to three (3) months.

Eligibles assigned to the Police Department for consideration must successfully complete a polygraph test or computer voice stress analyzer test, extensive background investigation, and police department interview before receiving a conditional offer of employment. Eligibles must maintain CJIS compliance throughout employment.

T HE REQUIREMENTS

Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and does not assure a place on the eligibility list:

Bachelor’s degree from an accredited college or university with major course work in GIS(T), geography, engineering, land surveying, computer science or a closely related field. Applicants must attach a copy of their bachelor's degree or college transcripts for verification of required units.

-AND-

Three (3) years of increasingly responsible experience operating, implementing, and maintaining automated mapping and/or Geographic Information Systems (GIS). Additional qualifying experience may be substituted for the required education on a year-for-year basis.

-OR-

Five (5) years of experience as a GIS Technician with the City of Fresno.

Possession and continued maintenance of a valid California Driver's License may be required at time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.

The selected eligible candidates certified will be required to successfully pass a Department interview and a Department of Justice fingerprint prior to employment with the City of Fresno.

SELECTION PROCESS

Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and does not assure a place on the eligibility list. The selection process may consist of the following:

APPLICATION REVIEW - Qualifying Only: Applications which meet the minimum qualifications will be reviewed and a limited number of the most qualified candidates will be invited to the oral examination. Selection of the most qualified candidates will be based upon those applications demonstrating the greatest breadth and depth of applicable education, experience, skills and training. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for evaluation.

ORAL EXAM - 100%: A panel of subject matter experts will administer a job-related oral examination to assess a candidate’s proficiency in the principles and methodologies used in developing GIS mapping applications utilizing Esri products. The examination will evaluate the candidate’s ability to design, implement, and modify GIS-related systems; analyze, interpret, and articulate technical GIS policies and procedures; analyze data; and establish and maintain effective working relationships. Additional topics may be included to measure competencies associated with the candidate’s training, experience, and qualifications for the Geographic Information System Specialist classification. Candidates must achieve a passing score to be placed on the eligible list.

The Oral Examination is tentatively scheduled for the week of August 31, 2026.

The City reserves the right to amend any phase of the examination process should there be a limited number of successful candidates.

VETERAN’S PREFERENCE

Qualified veterans who pass the examination may obtain five (5) additional points.

Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested.

DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits include ownership of accumulated funds, compound interest earnings, and alternative distribution options.

City Government

Fresno is a full-service charter city operating under a strong mayor form of government. There are seven Council Members. The Council appoints the City Attorney and the City Clerk. The City Manager, who is appointed by the Mayor, is responsible for appointing all other department heads in the City.
