    The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation. Through its integrated system of 25 health centers and four (4) hospitals - and expanded network of community partner clinics - DHS annually provides direct care for 600,000 unique patients, employs over 23,000 staff, and has an annual budget of over $6.9 billion.     Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings to supportive housing.
    All Department of Health Services workforce members must be fully vaccinated against COVID-19 as a condition of employment. Successful candidates for this position will be required to submit proof of vaccination against COVID-19 or request an exemption for qualifying medical or religious reasons during the onboarding process. Candidates should not present proof of vaccination until instructed to do so by the hiring department.

    DEFINITION:
    Incumbents in these positions are licensed physicians that have immediate charge of a small medical section within a larger medical unit of a medical facility or a small program of a medical facility.

    Essential Job Functions

    • Performs administrative duties such as preparing budgets for the section, determining equipment and supply needs, addressing personnel-related issues, developing and revising work procedures for expediting workload or improving levels of service, and screening work.
    • Formulates policies and plans and directs the programs and medical work of the section or assists in such activities for a division of a medical department.
    • Examines, diagnoses, and prescribes treatment for patients and reviews the care prescribed by staff physicians, resident physicians, and interns.
    • Participates in the training of interns and resident physicians.
    • Coordinates the work of the section with that of other medical and paramedical services.
    • Confers with consultants regarding care of patients and medical and diagnostic work performed, and coordinates the work of consulting physicians with the work of the section.
    • Supervises the maintenance of records and the compilation and preparation of reports.


    Requirements

    MINIMUM REQUIREMENTS:
    Completion of a residency approved by an American Specialty Board in one or more designated specialties* or equivalent training** -AND- One year of experience in medical practice, post graduate training, teaching or investigative work.

    LICENSE:
    California State Physician and Surgeon's Certificate authorized by the Board of Medical Examiners of the State of California.

    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS III:
    Moderate: Includes standing or walking most of the time, with bending, stooping, squatting, twisting, and reaching; includes working on irregular surfaces, occasionally lifting objects weighting over 25 pounds, and frequent lifting of 10-25 pounds.

    **Equivalent training is defined as that training which the appropriate American Certifying Board formally recognizes in writing as being equivalent. Equivalent training for appointments to the specialty of Emergency Medicine will be that training and/or experience approved by the Director of Health Services.

The career statement is a short and crisp essay that clearly presents the career vision of a professional for making an effective career plan.

    Applicants must include a legible photocopy of their certificate of completion of residency training program approved by the American Specialty Board and California State Physician and Surgeon's Certificate to the application at the time of filing or within 15 calendar days of filing online.
    The required license and/or certificate MUST be current and unrestricted ; conditional, provisional, probationary or restricted licenses and/or certificates will not be accepted.

    WITHHOLD INFORMATION:

    Applicants who do not possess a California State Physician and Surgeon's Certificate at the time of filing may compete in this examination; however, the names of such candidates will be withheld from the certification for employment until the required certificate is presented.

    Applicants must have a valid and unrestricted license to practice as a physician and surgeon as issued by the state in which they currently practice and/or reside. At the time of appointment, the successful candidate must have a California State Physician and Surgeon's Certification authorized by the Board of Medical Examiners of the State of California.

    Additional Information

    EXAMINATION CONTENT:
    This examination will consist of a self-assessment based on Supplemental Questionnaire weighted 100%, covering experience, professional development, collaboration, leadership and management skills.

    Candidates must achieve a passing score of 70% or higher on the examination in order to be placed on the eligible register.

    ELIGIBILITY INFORMATION:
    Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.

    Only the most qualified candidates will be selected and place on the Eligible Register.

    The names of candidates receiving a passing grade on the examination will be added to the Eligible Register without indication of relative standing in the examination. Successful candidates will remain on the register for a period of twelve (12) months following the date of promulgation.

    No person may compete in this examination more than once every twelve (12) months.
