    SPECIAL SALARY INFORMATION:
    Manpower Shortage Recruitment: New appointments and current incumbents shall be compensated at Step 3 of the applicable salary range. This is in effect until June 30, 2025, or until it is determined that a shortage no longer exists, whichever is sooner.

    ABOUT LOS ANGELES COUNTY DEPARTMENT OF HEALTH SERVICES:
    The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation. DHS operates as an integrated health system, operating 25 health centers and four acute care hospitals, in addition to providing health care to youth in the juvenile justice system and inmates in the LA County jails. Across the network of DHS' directly operated clinical sites and through partnerships with community-based clinics, DHS cares for about 800,000 unique patients each year, employs over 23,000 staff, and has an annual operating budget of 6.9 billion.

    Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings, to supportive housing.

    DEFINITION:
    Exercises technical and administrative supervision, through subordinate laboratory scientist supervisors, over a multi-unit, multi-shift clinical laboratory organization.

    Essential Job Functions

    • Directs the work of Supervising Clinical Laboratory Scientists assigned to various units and shifts, conferring with them on personnel and other administrative as well as technical problems; evaluates workloads and redistributes personnel as necessary.
    • Evaluates the performance of subordinate Supervising Clinical Laboratory Scientists and reviews their evaluations of clinical laboratory scientists and ancillary personnel; counsels subordinates on steps they may need to take to improve performance.
    • Inspects laboratory operations in all units on all shifts to assure continuing conformance to established quality and safety standards; takes immediate action to correct any deficiencies which may be noted.
    • Serves as the laboratory organization's representative or liaison with other hospital / ambulatory care facility disciplines or staff service departments when coordinated effort is required to assure the effective management of patient care.
    • Functions as a resource for subordinate supervisors; consults with and guides them in the selection of alternative solutions to varied administrative and technical problems including personnel problems.
    • Assists supervisor in the development, modification, and implementation of policies and procedures necessary for the effective operation of a multi-unit, multi-shift laboratory and the establishment of uniform standards and other criteria according to which individual employee and unit performance can be evaluated.
    • Assists supervisor in the preparation of the annual budget for a multi-unit, multi-shift laboratory, recommends new or additional personnel and equipment, evaluates the recommendations of subordinate supervisors, gathers statistical data, and writes justifications to support requests.
    • Confers with staff physicians regarding the frequency of and their need for test procedures not currently performed in-house; collects and analyzes data on available alternatives and comparative cost factors, and develops recommendations for supervisor.


    Requirements

    MINIMUM REQUIREMENTS:
    Two (2) years of experience as a Supervising Clinical Laboratory Scientist I* or the equivalent.

    LICENSE:
    Clinical Laboratory Scientist License issued by the California State Department of Health Services.**

    PHYSICAL CLASS II - Light:
    Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

    SPECIAL REQUIREMENT INFORMATION:
    *Supervising Clinical Laboratory I in the County of Los Angeles is defined as: provides technical and administrative supervision for a single shift of an in-hospital or ambulatory care facility clinical laboratory unit performing standardized tests within a specialty or across specialty lines.

    **Applicants must attach a valid legible photocopy of their license to practice as a clinical laboratory scientist issued by the State of California Department of Health Services to the application at the time of filing, or email it to the exam analyst, within fifteen (15) calendar days of filing online.

    All required licenses and certifications must be active and unrestricted or your application will not be accepted.
    OUT-OF-CLASS EXPERIENCE: Los Angeles County employees attempting to meet the requirements via experience inconsistent with their official payroll title will be considered for this examination. Applicants claiming out-of-class experience to meet the requirements should describe their out-of-class duties in detail in the Work Experience and Supplemental Questions sections of their application. Applicants are also encouraged to submit any supporting documentation such as out of class/additional responsibility bonuses, verification of experience documents, and performance evaluations in order to assist staff’s review of applicants' qualifications.
    DESIRABLE QUALIFICATIONS :
    Additional credit will be given to applicants who possess the following desirable qualification:

    • Additional years of experience as a Supervising Clinical Laboratory Scientist I* or equivalent- in excess of the Minimum Requirements
    Out-of-class experience will be given additional credit beyond meeting the Minimum Requirements.

    Additional Information

    EXAMINATION CONTENT:
    This examination will consist an evaluation of training and experience based upon application information and supplemental questionnaire, weighted 100%.

    Candidates must achieve a passing score of 70% or higher on the examination in order to be added on the eligible register.

    ELIGIBILITY INFORMATION:
    Applications will be processed on an "as received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.

    The names of candidates receiving a passing grade on the examination will be placed on the eligible register and will appear in the order of their score group for a period of twelve (12) months following the date of eligibility.

    NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.

    VACANCY INFORMATION:
    The eligible register resulting from this examination will be used to fill vacancies throughout the Department of Health Services as they occur.

    AVAILABLE SHIFT:
    Appointees may be required to work any shift, including evenings, nights, weekends and holidays.
