    DEPARTMENT OF HEALTH SERVICES:
    The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation. DHS operates as an integrated health system, operating 25 health centers and four acute care hospitals, in addition to providing health care to youth in the juvenile justice system and inmates in the LA County jails. Across the network of DHS' directly operated clinical sites and through partnerships with community-based clinics, DHS cares for about 800,000 unique patients each year, employs over 22,000 staff, and has an annual operating budget of 6.9 billion.

    Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings, to supportive housing.

    THE MISSION:

    DEFINITION:
    Provides technical and administrative supervision to a group of respiratory care practitioners and ancillary personnel on a shift performing respiratory care.

    Essential Job Functions

    Projects shift requirements for personnel, equipment and supplies and recommends and justifies such items for inclusion in the annual budget request.

    Instructs medical and technical staff by lecture and demonstration in the operation and application of equipment.

    Schedules and assigns work, evaluates the performance of subordinate technicians, and provides first level resolution of formal employee grievances.

    Arranges and supervises on-the-job testing of equipment as may be required for thorough analysis.

    Determines shift staff training needs and performs or arranges for individual or for group in-service instruction, reporting significant staff deficiencies, and participating in the planning and implementation of department-wide respiratory therapy training programs.

    Makes regular ward rounds to evaluate the efficiency and effectiveness of respiratory care services, consulting with nursing supervisory and medical personnel as may be required to coordinate patient care services.

    Evaluates new devices and makes oral and written reports on findings, including purchase price and maintenance costs factors.

    Communicates and meets with vendors and studies current professional literature and advertising brochures to keep up with the latest developments in electronic and mechanical respiratory devices and the techniques for applying them.

    Requirements

    SELECTION REQUIREMENTS:
    Two (2) years' experience performing at the level of Senior Respiratory Care Practitioner* or above. A Bachelor's degree** from an accredited university in respiratory therapy or administration will be accepted for one (1) year of the required experience.

    PHYSICAL CLASS: 3- Moderate:Includes standing or walking most of the time, with bending, stooping, squatting, twisting, and reaching; includes working on irregular surfaces, occasionally lifting objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.

    REQUIRED LICENSE:
    A current California State Respiratory Care Practitioner's License issued by the Respiratory Care Board of California.

    Desirable Qualifications:

    Additional credit will be given to applicants who possess desirable qualifications.

    Current certificate of completion in Advanced Cardiac Life Support (ACLS) issued by the American Heart Association.

    Special Requirement Information:
    *Senior Respiratory Care Practitioner in the County of Los Angeles is defined as provides a full range of respiratory care to patients with severe pulmonary complications in critical care areas.

    **In order to receive credit for the degree, you must include a legible copy of the official diploma, official transcripts, or official letter from the accredited institution which shows the area of specialization with your application at the time of filing or within 15 calendar days of filing online.

    A legible photocopy of your current State of California Respiratory Care Practitioner's License issued by the Respiratory Board of California must be submitted with your application at the time of filing or fax the copy of license to us within 15 calendar days of filing online.

    All required licenses and certifications must be active and unrestricted or your application will not be accepted.

    In order to receive credit for certificate of completion in Advanced Cardiac Life Support (ACLS) applicants must submit a legible photocopy of the certificate with their application at the time of filing or email it to the analyst within 15 calendar days of filing online.

    EXAMINATION CONTENT:
    This examination will consist of an evaluation of education and experience based upon application information weighted 100%.

    Candidates must achieve a passing score of 70% or higher in order to be added to the eligible register for this examination.

    ELIGIBILITY INFORMATION:
    Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.

    VACANCY INFORMATION:
    The eligible register resulting from this examination will be used to fill vacancies throughout the Department of Health Services as they occur.

    The names of candidates receiving a passing score on the examination will be placed on the eligible register and will appear in the order of their score group for a period of twelve (12) months following the date of eligibility.

    No person may compete in this examination more than once every twelve (12) months.

    SPECIAL INFORMATION:
    Appointees may be required to work any shift including evenings, nights, weekends and holidays.
