    Who We Are: The Internal Services Department (ISD) plays a major role in supporting all County of Los Angeles departments and commissions. With an annual budget of over $873 million and 2,183 budgeted positions along with over 5,120 contracted workers of varying professions in facilities management, information technology, environmental, administrative, purchasing and contracting, ISD is the County's trusted partner and provider of choice.

    The Opportunity
    We are looking for an ambitious, self-motivated candidate to fill our vacancy for Senior Application Developer in the Customer Applications Branch, Strategic Software Solutions Division. The Senior Application Developer p erforms a wide range of application development related duties including analysis, design, evaluation, development, coding, testing and maintenance of complex application systems.

    Essential Job Functions

    What you will do as a Senior Application Developer:

    Designs and develops complex application programs by coding, testing, and debugging in order to create new business applications and interfaces or maintain/enhance existing business applications according to program specifications.

    Develops project plans covering system architecture, conversion, integration, testing, and implementation for a system or complex enhancement to a system; analyzing user requirements.

    Scheduling staff, timelines, and resources ensuring products/services are delivered in an efficient and cost effective manner.

    Develops specifications for complex systems by having client discussions.

    Analyze user requirements, designing architecture, documenting processes.

    Identifying infrastructure and technology to communicate and document the scope and design of the system.

    Performs unit and integration testing for complex application development/modification by writing automated tests or performing manual tests to ensure the system works properly and meets system specifications.

    Extracts/transforms/loads data by writing queries, scripts, and programs in order meet system data needs.

    Performs quality assurance activities by reviewing code, user interfaces, accessibility, security to verify the product/service meets programming, customer, usability, security standards.

    Prepares and validates technical documents and user manuals by compiling system requirements; creating charts/diagrams.

    Writing and reviewing technical documents with partners to ensure proper system maintenance and technical knowledge transfer of the system.

    Resolves technical problems by identifying, analyzing, and coordinating the process of correcting complex application/system problems to ensure products/services are functioning as required or intended.

    Participates in developing application development methodologies and standards by discussing ideas with team members.

    Evaluating strengths/weakness of different approaches and providing recommendations to improve team performance and work quality.

    Reviews vendor/contractor performance by communicating with vendors/contractors and evaluating actions/deliverables to ensure product and service delivery.

    Requirements

    Requirement to Qualify
    Graduation from an accredited college or university with a bachelor's degree in Computer Science, Information Systems, or a closely related field* and four (4) years of recent** experience coding, testing, and debugging applications programs -OR- Two (2) year of experience at the level of Los Angeles County class of Application Developer II.***
    License
    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    Physical Class
    2 - Light: Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

    Special Requirement Information:
    *Closely related fields include Computer Engineering; Computer Information Systems; Computer Science and Engineering; Electrical Engineering and Computer Science; Management Information Systems; and Mathematics with Computer Science. Any degree that is not specifically listed will be reviewed by IT subject matter expert to determine whether the degree is qualifying.

    ** Recent is defined as experience gained within the last five (5) years. ***Experience at the level of an Application Developer II in the service of Los Angeles County is defined as under general supervision, analyzes, designs, evaluates, develops, codes, tests, and maintains application systems.
    We would like for you to submit proof of education along with the application. Acceptable documents are:
    • A photocopy of diploma or official transcript OR
    • A verification or confirmation letter from the school's Registrar's Office on the official letter head of the school, with college or university seal. It should indicate that the student has completed all the academic requirements

    All documents should clearly indicate the degree in English language and the date when the degree was conferred or awarded.

    Desirable qualifications
    Demonstrated knowledge and experience with the following technologies and practices:
    • Application development (Ruby, PHP, Go, MySQL, Hadoop, ReactJS, NadeJS, R)
    • Scripting (Powershell, Python, Bash, Ruby, and Perl)
    • Version control systems (Git, Bit Bucket, SVN, Mercurial, and Perforce)
    • Server software (RHEL, Nginx, AWS, and Rackspace)
    • Web services and APIs, RESTful, SOAP
    • Mobile application interfaces
    • Agile development
    • Continuous integration for real-time testing and diagnosis
    • Rspec for testing
    • Design patterns, UML, UX
    • Automates software deployment and configuration management
    • Creates code assets and tools to accelerate customer project
    • Coaches customer and partner teams to be self-sufficient

    PART II: Multiple choice and/or simulation assessment(s), weighted 60%, measuring three Professional/Technical Knowledge areas:
    • Programming Concepts - covering the following topics: Algorithms, Complex Data Types, Data Access, Productivity and Quality, Program Flow, Program Structure, Programming Paradigms, User Interface, and Various, Data Types, and Operators.
    • JavaScript- covering the following topics: Control statements, loops and comparisons, Data types, scope and operators, Syntax, variables and comments, Object oriented programming, objects and functions, Multimedia and forms, JavaScript HTML DOM, JavaScript browser BOM.
    • RESTful Web Services - covering the following topics: Architecture, REST features, Handling requests, Working with return types, Entity translation, Producing responses, Filters and interceptors, Security.

    Applicant may be invited to participate in both Part I and II. However, only those that achieve a passing score of 70% or higher in Part I, will have Part II scored.
    You must achieve a score of 70% or higher on the assessment in order to be placed on the Eligible Register. Test Preparation: There are websites that may help you prepare for the assessments. One is our Online Test Prep site, located at https://hr.lacounty.gov/job-search-toolkit/. Another resource is the SHL website, located at https://www.shldirect.com/en/practice-tests. While the sites will help you in preparing for tests, we advise you to review all related materials you deem necessary.

    Selective Certification

    In accordance with TITLE 5 - PERSONNEL, APPENDIX 1, the Internal Services Department (ISD) is canvassing applicants to identify eligible candidates who have the experience in the following areas:

    Candidates should be prepared to respond to a supplemental questionnaire during the application process. In order to be considered for placement on any Selective Certification lists for one or more of these areas, you are required to complete the associated supplemental questions. Your request to be place on any selective certification list will be rejected if you do not complete the supplemental questions. The experience you claim in the supplemental questions must be consistent with the information you provide in your application. Candidates who pass the examination and meet the criteria identified in the supplemental questions will be placed on the Selective Certification list for that area.

    Eligibility Information

    The names of candidates receiving a passing score in the assessment will be placed on the Eligible Register in the order of their score group for a period of twelve (12) months following the date of promulgation. Passing this examination and being placed on the Eligible Register do not guarantee an offer of employment.
    Vacancy Information
    The resulting register will be used to fill a vacancy in the Customer Applications Branch, Strategic Software Solutions Division of the Internal Services Department.
