    DEFINITION
    Provides instruction in trade and vocational subjects and supervises patients or inmates at a County hospital or institution.

    CLASSIFICATION STANDARDS

    Positions allocated to this classification report to higher-level management and are distinguished by their responsibility for preparing committed individuals to become productive and contributing members of society by providing training in trade and vocational skills necessary to gain employment and in developing socially acceptable attitudes and interests. Incumbents provide individual and group instruction and are responsible for supervising the conduct of the students while in the classroom or workshop.

    Essential Job Functions

    Supervises the training of inmates in the use of shop equipment by instructing them in printing, bindery, and print-finishing operations: reviewing their work; maintaining workflow; advising them of those areas needing improvement; suggesting means of overcoming deficiencies; evaluating work; etc. in order to ensure: the maximum participation of inmates; adequate production levels; inmates achieve and maintain self-sufficiency.

    Supervises the use of equipment by reviewing/inspecting the work; providing guidance and technical expertise; monitoring; training; coaching; etc. in order to: a) ensure proper utilization of equipment, tools, and supplies and b) prevent accidents to inmates and employees.

    Performs needs analysis by evaluating inmate work interests, aptitudes, muscle strength, tolerance, mechanical ability; etc. in order to: a) provide the appropriate training in trade and vocational skills necessary to gain employment and b) develop socially acceptable attitudes and interests.

    Maintains records of inmate work and work habits by gathering/collecting records; entering records into computer; etc. in order to ensure accurate record keeping.

    Determines work schedule and standards for inmates by determining inmate skill sets/experience; determining appropriate department assignment based on length of stay; etc. in order to produce printed products in a timely manner for the Los Angeles County Sheriff Department and other clients.

    Coordinates work production with other divisions or County departments by assessing the current workload; having production meetings; collaborating with other instructors and staff; etc. in order to produce printed products in a timely and efficient manner for the Los Angeles County Sheriff Department and other clients.

    Supervises the issuance, repair, and maintenance of shop equipment and materials by reviewing maintenance documentation/emails; informing supervisors of maintenance requirements; etc. in order to: a) keep the printing equipment in proper working condition and b) maximize production efficiency and safety.

    Requirements

    SELECTION REQUIREMENTS:
    Option I:

    Completion of 60 semester units or the equivalent quarter units in an accredited college or university* with specialization in education, manual arts, industry arts -AND- One year of experience in the field of vocational rehabilitation, vocational instruction, or as a foreperson in industry.

    Option II:
    Five years of experience in the field of offset printing or binding.**

    **Possession of a Standard Designated Subjects Trade and Technical Teaching Credential authorizing teaching in the field of offset printing or binding will be accepted for the required experience.

    LICENSE
    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to perform essential job-related functions.

    PHYSICAL CLASS
    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    SPECIAL REQUREMENT INFORMATION

    DESIRABLE QUALIFICATIONS
    Credit will be given to applicants who possess DESIREABLE qualifications and indicate so on their employment application at the time of filing.

    An Associate's degree, Bachelor's degree or higher from an accredited college or university with a specialization in Graphic Design, Manufacturing Technology/Engineering or Process Related, or a closely related field.

    Full-time work experience**** providing training in trades and vocational skills; providing individual and group instruction; preparing committed individuals to become productive and contributing members of society.

    ****Full-time work experience is evaluated on the basis of a 40-hour work week.

    Experience with print job and workflow management; print production; a variety of print equipment (must be with small, midsize, and large multicolor offset printing presses); bindery and finishing.

    Supervisory and/or acting supervisor experience*** training and/or motivating employees; promoting employee safety; handling employee grievances; monitoring and reviewing the work of employees; documenting and implementing disciplinary action; directing and evaluating the performance of employees; planning, assigning, and delegating assignments to employees; participating in employee hiring, appointment, and termination processes.

    ***Supervision refers to providing direct administration and technical supervision to include planning, assigning, and reviewing work of staff (typically three (3) to ten (10) employees), evaluating employee performance, approving leaves of absence, counseling and recommending discipline.

    SUPPLEMENTAL QUESTIONNAIRE
    As part of this application process, applicants will be required to complete a supplemental questionnaire. The supplemental questionnaire contains a pre-investigative questionnaire which will be utilized as part of the background investigation process to ensure applicants meet the standards set forth by the Los Angeles County Sheriff's Department. Applicants who fail the pre-investigative questionnaire will be disqualified and will have to wait twelve (12) months from the date of the disqualification in order to reapply.

    PART II
    A Training and Experience evaluation based upon responses to the supplemental questionnaire, weighted 65%. The Training and Experience evaluation will assess the following:

    Applicants who have taken identical components recently for other exams may have their responses automatically transferred to this examination.

    This examination contains test components that may be used in the future for new examinations and your test responses may be transferred.

    APPLICANTS MUST MEET THE SELECTION REQUIREMENTS AND RECEIVE A COMBINED PASSING SCORE ON PARTS I AND II OF 70% OR HIGHER TO BE PLACED ON THE ELIGIBLE REGISTER.

    VETERAN'S CREDIT
    If you served in the military and were honorably discharged, you may qualify for Veteran's Credit. To receive this credit, please include a copy of your DD214 Form issued by the branch of service with your application for review.

    ELIGIBILITY INFORMATION
    The names of candidates receiving a passing grade in the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months from the date of promulgation. Applications will be processed on an "as received" basis and promulgated to the register accordingly.

    NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.

    SPECIAL INFORMATION

    SUCCESSFUL CANDIDATES MUST COMPLETE A THOROUGH BACKGROUND INVESTGATION, INCLUDING FINGERPRINT SEARCH.
    Examples of disqualifying factors include: Any felony convictions; job related misdemeanor convictions; certain serious traffic convictions or patterns of traffic violations (3 moving violations in one year; failure to appear; at-fault accidents; suspended license; driving under the influence); poor credit history; poor employment history; substance abuse; anyone on probation.

    ZERO TOLERANCE POLICY IF HIRED
    The Los Angeles County Sheriff's Department (Department) has a "zero tolerance" policy for its employees for the following:
    • use of narcotics, controlled substances, and/or prescription drugs without a prescription
    Any employee found in violation of this policy will be subject to discharge.
