    The Position

    OPEN EXAMINATION - SIX MONTHS PROBATIONARY PERIOD

    Under the supervision of management, this classification provides support in Employment and Workforce Innovation & Opportunity Act (WIOA) training, job placement, and participant referrals. Responsibilities include preparing training agreements, monitoring participant progress, and facilitating supportive services for individuals and businesses enrolled in workforce grants.

    Essential functions of the job include, but are not limited to, the following:
    When assigned to Job-Seeker Services:

    Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.

    Participates in planning and implementation of targeted recruitments & outreach activities. Presents information on programs & services.

    Identifies appropriate clients for enrollment per grant requirements. Assesses clients to determine appropriate employment services & makes referrals as applicable. Assesses employability based on education, knowledge experience, skills and abilities.

    Develops and implements Individual Service Strategies/Case Plans, including identification of barriers to employment and strategies to overcome barriers and difficulties.

    Assess client-training needs. Counsels clients on job preparation, including assistance with resume preparation and interview skills development. Identifies appropriate jobs, and places job ready clients into permanent employment.

    Assists clients with identifying employment opportunities as it relates to their work history, skills, and the labor market.

    Conducts client intake and assessment evaluating the client's needs and resources related to career services.

    Verifies and documents a variety of information required by program guidelines.

    Interprets and explains rules and regulations, policies and procedures; provides information on available career services; counsels applicants and program participants on program rules and regulations.

    Registers clients into State Workforce Development System (CalJOBS); verifies client registration into State Workforce Development System (CalJOBS), and provides information to clients and partners.

    Maintains accurate case files; prepares clear and concise narrative reports regarding assigned cases.

    Responsible for follow-up and post-exit services of clients. Initiate & maintain personal contacts with businesses, industry representatives, and job placement agencies to support job seeker employment. Develop work sites.

    Administers workshops on a variety of career, employment & human resource related topics. Keeps abreast of labor market information, business needs, industry trends and employment related skills, and advises applicants on it.

    Plans and implements job fairs. Coordinates with team members to provide job readiness and retention services. Develops, coordinates and implements special projects.

    Maintains case notes; completes forms and database entries; maintains case records and required reporting documentation.

    Maintains and tracks client profiles; manages client program services.
    Documents client contacts, activities, outcomes in an effective and efficient manner.

    When assigned to Employer Services:

    Implements business services program.

    Finds employment opportunities for clients by providing job development, staffing and resources.

    Provides information or contacts for business expansion or retention.

    Outreaches to various businesses to provide services related to workforce activities.

    Responds in timely manner to requests for business assistance. Generates, maintains, and disseminates economic, demographic data and labor market information.

    Makes presentations to organizations.

    Performs business outreach and marketing of One Stop Services.

    Surveys business needs. Recruits employers for participation in workforce programs.

    Facilitates job fairs by identifying hiring businesses within certain industries and coordinates event(s) to provide employers an opportunity to meet with qualified candidates resulting in job placement.

    Identifies major employer layoff and plant closure events. Provides layoff aversion and retention services.

    Stays abreast of current business and economic trends.

    Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

    Performs other related duties as assigned or as the situation requires.

    Minimum Requirements

    Experience
    Two years of experience in human resources, business assistance, administration, finance or a related field providing job seeker and employer job matching / job development services.

    Education
    Associate Degree in business, marketing or related field is required. Bachelor's of Arts degree is desirable.

    License(s) / Certification(s)
    Valid Class C California driver's license.

    Special Requirements
    Bilingual fluency in English and Spanish is required.

    Assessment methods and ability to implement program changes where appropriate.
    Community resources.
    Case management/counseling techniques.
    Community resources available to applicants and recipients of career services.

    Techniques of interviewing to obtain personal information necessary to evaluate eligibility for career opportunities.
    Business employment needs and ability to deliver employer services such as a variety of business assistance programs and information resources, when applicable.
    Job Seeker Services and implementation techniques.
    Techniques used to assist clients in developing and implementing a suitable employment plan and to support customers through job search, culminating in permanent employment.

    Knowledge of and skill in:
    Preparing and presenting accurate, comprehensive, and concise reports and recommendations.
    General office software (i.e. word processing, spreadsheet, Outlook e-mail, and other databases) as well as workforce related Internet resources.

    Skill in:
    Assessing business needs to make appropriate referrals.
    Establishing & maintaining cooperative relationships with a variety of participants, social service providers, employers, and/or educational institutions.

    Ability to:

    Provide exceptional customer service to all employees and vendors.

    Manage an extensive client caseload.
    Work effectively with frequent interruptions.
    Effectively organize files, complete and process necessary paperwork and maintain accurate records.
    Correctly interpret and apply a variety of rules and regulations related to career services program requirements.
    Work effectively and respond sensitively to the needs of people from a variety of ethnic groups, cultures, and alternative lifestyles.
    Assist in the implementation of employment & training programs.
    Develop necessary skills from on-the-job training and meet the standards of performance for the classification by the end of the probationary period.
    Exercise sound and independent judgment in analyzing and solving problems;
    Express ideas in English/Spanish and communicate effectively orally and in writing.
    Foster a teamwork environment.
    Model and practice the highest standards of ethical conduct.
    Read, interpret and apply rules, regulations, guidelines, policies and procedures, including Federal & State regulations.
    Read, write and comprehend directions in English.
    Speak Spanish fluently.
    Use reference material to research and implement desirable outcomes.
    Work independently and to meet goals within predetermined timelines.
    Work tactfully & courteously with economically disadvantaged persons and/or dislocated workers.

    Selection Process

    EVALUATION OF APPLICATION: Submitted application will be reviewed to ensure applicants meet the minimum requirements. Only the most qualifying applicants will be invited to participate in the selection process.

    PERFORMANCE TEST: (PASS/FAIL) This test will assess bilingual abilities in Spanish. The primary focus of this examination will be to assess the applicant’s ability to fluently speak English and Spanish.

    WRITTEN EXAM: (PASS/FAIL) To evaluate the candidate’s ability to be successful in this position by demonstrating appropriate knowledge of the subject matter and ability to communicate in writing. Approximately the top 12 scoring candidates who score the highest on the written exam will be invited to the next stage of the recruitment process.

    ORAL INTERVIEW: (Weight: 100%) To evaluate the applicant's experience, education, and general background for the position.

    Candidates must pass the exam with a minimum score of 70.00% in order to be placed on the eligible list.

    TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED. Evaluations will be based on the candidate's education and experience relevant to the position. Examinations will assess evaluate the candidate's education, experience, knowledge and skills related to the job. The City of Glendale reserves the right to modify the examination components or their weighting. If changes are necessary, candidates will be informed of the specific examination components and their weight before the examination is administered. The selected candidate will undergo a background check, including Livescan fingerprinting.
