What y ou will do: Departmental Civil Service Representatives are found in line departments and report to higher level personnel positions. They are responsible for independently investigating, preparing, and presenting cases involving all departmental actions which may be appealed to the Civil Service Commission. They are also responsible for reviewing and approving proposed departmental disciplinary actions to ensure they are appropriate, in compliance with departmental and County policies relating to discipline and can be defended in the event the action is appealed.
The qualities we are lookin g for: Detailed knowledge of policies and procedures related to discipline, meaningful case law involving disciplinary actions and discrimination matters, and the procedures of civil service hearings sufficient to serve as a departmental advocate. The ability to write and speak persuasively in order to present written and oral arguments before the Commission, departmental management, and opposing counsel.

FOLLOW US ON SOCIAL MEDIA! Essential Job Functions- Prepares and presents cases for civil service hearings by interviewing witnesses, assembling evidence, analyzing information, developing a strategy of presentation, preparing briefs, motions, and oral arguments, and examining and cross examining witnesses.
- Reviews proposed disciplinary actions and due process letters to ensure such letters are consistent with applicable regulations, policies and procedures, and to ensure proposed actions have a sufficient basis for defense before the Civil Service Commission.
- Meets with employee representatives at pre-disciplinary meetings to determine whether proposed disciplinary actions are appropriate.
- Modifies or recommends modifications of proposed actions; enters into stipulated agreements and settlements on behalf of the department.
- Confers with employee representatives at the pre-hearing conference to determine specific issues where a hearing has been granted by the Commission.
- Enters into stipulated agreements and settlements if such agreements and settlements are in the best interests of the department.
- Provides advice and instruction to departmental managers in all matters related to departmental disciplinary policies, preparation of performance evaluations, techniques for correcting specific behavior or performance problems, and the application of Civil Service Rules.
- Prepares or advises in the preparation of disciplinary letters, including letters of discharge, reduction, and suspension.
- Reviews negative performance evaluations to ensure such evaluations are properly documented.
Requirements SELECTION REQUIREMENTS: Option I: One year of experience performing more complex and non-routine assignments* and serving as a resource specialist** in a technical personnel specialty area such as recruitment and selection, discipline, classification, workers' compensation, or benefits administration.
Option II: One year of experience preparing and presenting cases*** involving employee discipline before an impartial third party.
Option III: Graduation with a Juris Doctorate degree or its equivalent from an accredited ****law school.

OR - A verification or confirmation letter from the school's Registrar's Office on the official letterhead of the school, with college or university seal. It should indicate that the student has completed all the academic requirements.

LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS: 2 - Light. Positions in this class include administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

**Resource specialist is a professional who provides support, guidance, and resources in a specialized area; i.e, human resources, serving as a technical expert.
***Preparing and presenting cases includes interviewing witnesses; assembling evidence; analyzing information; developing a strategy of presentation; preparing briefs, motions, and oral arguments; and examining and cross-examining witnesses.
****Law school must be accredited by the Committee of Bar Examiners or approved by the American Bar Association or the California State Council for Post-Secondary Education.

ENDORSEMENT OF LOS ANGELES COUNTY QUALIFICATIONS: County employees who wish to meet the requirements using out-of-class experience must provide official documentation such as additional responsibility bonus, out-of-class bonus, temporary assignment bonus, or reclassification study from CEO Classification with your application at the time of filing or within seven (7) calendar days from application submission. Employees do not need to submit such verification if they hold or have held the Forensic Technician I position or a position deemed to be at equivalent level. Out-of-class duties should be accurately described in the application work history, and questionable experience will be verified through the departmental HR Manager when necessary.
