Summary

Air Pollution Specialist

The Enforcement Division's (ED) Vehicle Enforcement Section (VES) is seeking a highly qualified and motivated Air Pollution Specialist (APS). The Vehicle Enforcement Section is responsible for enforcing CARB regulations designed to improve air quality by reducing emissions generated by non-compliant on-road vehicles, including cars, trucks, motorcycles, and kit cars, and non-compliant off-highway recreational vehicles, including all-terrain vehicles, sand rails, sand cars, utility carts, golf carts, dirt bikes, and other off-highway recreational vehicles with greater than 25-horsepower engines, and new pleasure craft engines and vehicles.

Enforcement services provided by VES focus primarily on investigating complaints, tips, and leads concerning potentially non-compliant vehicles, parts, specialty products, and laboratory and certification fraud, initiating enforcement actions where violations are found, and resolving these cases, including providing support in cases that are referred for litigation.

Occasionally, the incumbent will coordinate and collaborate with other CARB Divisions, other agencies, such as the Environmental Protection Agency, California Attorney General's Office, or the Department of Justice, to further inspections and/or investigations. The incumbent will participate in the review and interpretation of air pollution regulation requirements to determine potential emission sources for inspection and/or investigation. The incumbent will research and prepare technical reports, correspondence, or documentation relating to enforcement action taken to correct noncompliance and provide support in cases that are referred for litigation to a local district attorney or the Attorney General's Office. Due to shifting workloads between sections in the Branch this position may be subject to matrix management.
